    摘要: 最近語言測驗訓練中心因疑將全民英檢成績灌水有誤導大眾之嫌而遭到掽擊事實上,自2001首度發布英檢與托福成績對照表開始,這兩項評量成績粗估對照的效度與信度就一直受到專家學者的質疑。本質上托福與全民英檢有明顯差異:如二者所採行之評量理論基礎、評量形式、與評量內涵。托福為常模參照評量,而全民英檢為標凖參照評量;同時,二者在設計、形式、目的的形成上以及政規劃考試系統上均有明顯差異。至目前為止,並無科學數據研究顯示二者之有其互通性。如欲將英檢成績直接對應其他英語能力評量成績,應有科學數據說明,否則恐將招致疑慮與困擾。本文分析英檢與托福之評量理論基礎、評量式、與評量內涵,以探究二者間成績對照標準之問題所在,並針對採用英檢或托成績的單位提出相關建言。

    Recently, the Language Training & Testing Center (LTTC) has been impugned for misleading the public with bolstered scores of the 2004 General English Proficiency Tests (GEPT). In fact, ever since the first release of the concordance table of the rough correspondent score comparison between GEPT and TOEFL in 2001, the reliability and validity of the mutual accreditation between the two tests have been questioned by authorities. The substantial disparities between the GEPT and TOEFL reside in the testing approaches, formats, and content of the two tests. TOEFL is grounded in a norm-referenced approach while GEPT is grounded in a criterion-referenced approach. Concomitantly, the two tests have developed with significant differences in designs, formats and purposes. In addition, their administrations and delivery systems are not the same. To date, scientific research documents concerning the mutual accreditation between the two tests is not provided to the public. A correspondent score comparison accredited to GEPT seems to bring in problematic doubts and research pertaining to the scientific interpretations of the scores are indeed indispensable. This paper investigates the problems of mutual accreditation between TOEFL and GEPT by means of an analysis of the testing approaches, formats, and content of the two tests. Suggestions for test users are provided.
