On September 10, 1949, in a small inn in Takanawa, Tokyo, a secret meeting was held between former Japanese military officers and representatives of the Republic of China government. The purpose was to assist the Kuomintang (KMT) army, led by Chiang Kai-shek, who had been their former enemy, by forming the "Bai Tuan" (White Group).
At that time, in mainland China, a civil war was ongoing between the KMT, led by Chiang Kai-shek, and the Communist Party, led by Mao Zedong. As the Communist forces defeated the KMT forces in various regions, the KMT government faced the crisis of losing mainland China. The leader of the Bai Tuan was Tomita Naoaki (previously an army major general), who was considered a "genius" and graduated from the 32nd class of the Army War College. He began planning the formation of the group in September and, two months later, led an advance team to Chongqing to assess the battlefield conditions of the civil war and devise strategies to combat the Communist forces. However, less than a month after Tomita and his team entered the mainland, on December 10, 1949, the KMT government retreated from the mainland to Taiwan. Simultaneously, the governance of Taiwan changed, with the KMT, led by Chiang Kai-shek, gaining control over Taiwan. From that point on, the Bai Tuan’s mission shifted from guiding battles on the mainland to supporting the defense of Taiwan and planning counterattacks against the mainland.
At that time, the KMT government was not accepted by the local Taiwanese people, who viewed Chiang Kai-shek as a "dictator." However, Japan held great gratitude towards Chiang Kai-shek.
On the other hand, post-war Japan was beginning to rebuild as a non-combatant nation. In this process, at the request of Chiang Kai-shek, some people left Japan for Taiwan primarily to assist in the military aspect, helping Taiwan become a modern state. After the war, under the control of the General Headquarters (GHQ), Japan was under strict American control. It was a time when personal activities were severely restricted. These individuals left Japan and, almost in the form of exile, came to Taiwan to become part of the "Bai Tuan."
The number of Japanese who came to Taiwan at its peak reached 83. They became instructors at the "Revolutionary Practice Academy's Yuanshan Officer Training Corps," conducting thorough re-education of Taiwan's military officers. |
