Abstract:	兩岸從2008年三聚氰胺事件後，這幾年來食品黑心事件頻傳。而台灣也爆發塑化劑事件，令人人心惶惶。本研究用風險社會的觀點，希望來了解三聚氰胺和塑化劑事件之間，政府的處理態度，和制度的演變。
