本計劃之目的為分析台灣「縮短工時補償制度」的設計模式與内涵,是否真 的能夠保障受縮減工時勞工獲得穩定就業之保障?計劃的研究内容,首先將從理 論概念層面,檢視「縮短工時補償制度」的建構原則及概念内涵,進而反思「縮 短工時補償制度」在整體就業安全體系中的定位;其次將從二個層面分析台灣的 「縮短工時補償制度」,第一是從制度建構形成的層面,分析「縮短工時補償制 度」形成的歷程,建構形成台灣「縮短工時補償制度」的體制脈絡為何?第二是 從制度設計的層面,分析台灣「縮短工時補償制度」與其它國家進行制度比較時, 台灣的受縮減工時勞工能夠獲得的實際就業保護程度為何? This project aims to analyze the employment stabilize effect on the short-time workers from the contents and design model of ‘short-time compensation institutions’ in Taiwan. The main research contents includes as follows. Firstly, reflect on the concept of ‘short-time compensation institution’ and the position in the whole Employment Security System. Secondly, analyze the short-time compensation institutions in Taiwan from two dimensions. First dimension is to analyze the construction and formation process of short-time compensation institutions in the context of regime ; Second dimension is to analyze the employment protection performance on the short-time workers from comparative perspective.
