In 21st century as known as information explosion era, media's accomplishment of the network is a topic that everybody pays attention to nowadays, based on ‘The survey of Taiwan teenagers’ online video-game behavior in 2007 ' (department of information technology of the Child Welfare League Committee),it reveals: over 40% of the students in middle and primary schools have already showed symptom of addiction to internet. Observe currently information lecture course of primary school, it lays more emphasis on the basic skill and knowledge of network, less on how to use it safely and responsibly.
The researcher as a primary school teacher is on the front line ,in charge of teaching and also collects ,analyzes related materials. Therefore, this paper adopts Action Research that aims to designing and implementing media's accomplishment course of the high grade's network of primary school, design the teaching activity of each unit in order to carry on research according to the course goal.
This research referred to the White Paper of Ministry of Education’s policy for education of media's accomplishment (2002) ,it includes the basic capacity of media's accomplishment, etwork accomplishment and cognition website (http://eteacher.edu.tw/) and relevant research in the middle and primary schools. And finally this paper takes the pupil of high grade of so-and-so primary school in Taipei as the research target and im-plements course, revalue the effect, make use of this research to discuss the concept and core of network media's accomplishment in primary school education.
