臺北市議會為地方自治團體的立法機關，臺北市議員由臺北市民選舉產生，制定法律、監督市政、服務市民。這幾年來，隨著市政建設的豐富多元化，市民與政府的接觸更加頻繁，市民對生活品質的要求亦日益提高。當市民覺得政府施政有所缺失，甚至自身權益受損時，除了尋求法律上的行政救濟外，市民更會主動向民意代表求助，對於市民的陳情案件，議員無不全力以赴來解決問題。再者，臺北市議員皆以連任為目標，已然從傳統的立法角色中超脫出來，而擴展到提供肉桶法案與選民服務等工作，尤其在臺北市議員複數選區的選舉制度之下，探討民意代表如何以服務選民的方式來建立自己的「個人選票」（personal vote），提供服務的民意代表期待接受服務的選民在未來的選舉中，以選票回饋來增加當選的機會。
研究結果指出，臺北市議員的選民服務確實與選民建立「恩庇依隨」與「回報」的人情關係下，可以獲得更多選票支持。以歷屆選舉而言，就市民服務中心陳情案件數量分析，服務案件多的議員大多能順利連任成功，也就是說「選民服務多，選票也較多」，所以議員也越來越重視民意，努力耕耘基層，落實地方服務，建立「走入民眾」增加與民眾的接觸認識的機會，以利其競選連任。
ABSTRACT
