摘要:	論文摘要臺北市議會為地方自治團體的立法機關，臺北市議員由臺北市民選舉產生，制定法律、監督市政、服務市民。這幾年來，隨著市政建設的豐富多元化，市民與政府的接觸更加頻繁，市民對生活品質的要求亦日益提高。當市民覺得政府施政有所缺失，甚至自身權益受損時，除了尋求法律上的行政救濟外，市民更會主動向民意代表求助，對於市民的陳情案件，議員無不全力以赴來解決問題。再者，臺北市議員皆以連任為目標，已然從傳統的立法角色中超脫出來，而擴展到提供肉桶法案與選民服務等工作，尤其在臺北市議員複數選區的選舉制度之下，探討民意代表如何以服務選民的方式來建立自己的「個人選票」（personal vote），提供服務的民意代表期待接受服務的選民在未來的選舉中，以選票回饋來增加當選的機會。研究結果指出，臺北市議員的選民服務確實與選民建立「恩庇依隨」與「回報」的人情關係下，可以獲得更多選票支持。以歷屆選舉而言，就市民服務中心陳情案件數量分析，服務案件多的議員大多能順利連任成功，也就是說「選民服務多，選票也較多」，所以議員也越來越重視民意，努力耕耘基層，落實地方服務，建立「走入民眾」增加與民眾的接觸認識的機會，以利其競選連任。 ABSTRACT Taipei city council for local self-government association's Legislature, The Taipei city councilor elect the production by the Taipei residents, the formulation law, the inspector general municipal administration, serve the resident. For these years came, along with the municipal administration construction's rich multiplication, residential and government's contact was more frequent, the resident also day by day enhanced to the life quality's request. When the resident thought that the government administration has a flaw, when own rights and interests suffer injury, besides seeking in legal the administrative relief, the resident will seek help on own initiative to public opinion representative, state one's case the case regarding the resident, congressman solves the problem all whole-heartedly.Moreover, The Taipei city councilor all take reappointment as a goal, already escaped from the traditional legislative role superior, but expands to provide meat work and so on barrel bill and voters service, especially under Taipei city councilor plural number electoral district electoral system, How does the discussion public opinion represent serves voter's way to establish own 「individual ballot」 (personal vote), provides the service public opinion representative anticipated accepts the service the voters in future election. will increase elected by the ballot back coupling the opportunity. The findings pointed out that the Taipei city councilor's voter serves, in establishes 「graciousness shields follows」 and 「the repayment」 under truly the human sentiment relations with the voter, may earn the more ballot supports. Says by all previous years election, on the resident service center state one's case quantity analysis, service case many congressmen mostly can continue smoothly successfully, i.e. 「the voter serves many, the ballot are also many」, Therefore congressman also more and more takes the public opinion, does farm work diligently the basic unit, carries out the place service, the establishment 「walks into the populace」 to increase with populace's contact understanding opportunity.
