Abstract:	本研究共分為兩階段之實證研究。第一階段為觀光永續性之評估。首先經由相關文獻回顧，確立評估架構為實質/生態、社會/文化、政策/經濟三個評估層面，來作為衡量綠島觀光永續性的指標架構。由文獻中蒐集指標28項，以建立初步系統；隨後運用德爾菲法探訪學者專家對於指標之意見，並以此作為修正指標之依據，經過兩回之問卷調查，建構出觀光永續性指標。後續並運用分析階層程序法求得指標權重，並納入模糊理論之應用，得到觀光永續性之現況評估值。由研究結果發現「旅遊安全」為所有評估層面中，績效表現最好之層面。第二階段之實證研究為綠島永續觀光發展策略之評估。本研究依據永續之目標，經參考相關文獻，提出10項策略，接續透過德爾菲法邀請專家學者確立策略之評估準則架構，共計18項。後續運用TOPSIS法並納入模糊理論之概念，對10項綠島永續觀光發展策略進行優劣排序。由結果得知，受訪者認為「遊客環境教育之宣導」為最優策略，其次為「針對觀光相關產業推行保育意識」，最劣策略為「實施地貌改造」。本觀光永續性指標可衡量出綠島各層面之永續性，對於永續性之不確定的概念，模糊理論更可以將模糊不清的情況，運用數值得到準確之結果，對於未來衡量各地區之永續性，在實際評估上更能得到精準之結果，而模糊理論在決策上之應用，更能提高決策之結果準確性。 The study divided into two phase. The purpose of first phase is assessment of tour-ism sustainability. Through the literature review, the framework is using physi-cal-ecological aspect, socio-demographic aspect, and political-economic aspect to as-sess Green Island’s tourism sustainability. Based on this framework, we collected 29 in-dicators from related literatures to construct the preliminary system, and then using a two round Delphi survey to conduct into expert opinion on the development of indica-tors. We calculated the criteria weights by applying Analytic Hierarchy Process and the measurement of performance corresponding to each indicator was conducted under the setting of fuzzy set theory. As the result, tour safety has the best performance. The pur-pose of the phase two is to assess sustainable tourism development strategies. We col-lected ten strategies to achieve the aim of sustainability. Based on the strategies, we use eighteen criteria to measure the ten strategies of performance corresponding to each cri-teria was conducted under the setting of fuzzy set theory. As the result, “the education of environment to tourists” is the best strategy. The worst strategy is “to apply the change of landforms”. The tourism sustainable indicators can assess each aspects of Green Island suc-cessfully. For the uncertainly concept of sustainability, Fuzzy theory can successfully acquire the accurate result. For the evaluation of sustainability in all kinds of areas, Fuzzy theory indeed can raise the accuracy in result even for the making decisions.
