    摘要: 本研究旨在探討台灣特定產業之工會會員對於「淨零轉型政策」的認知與參與情形,並分析其對政策的期待與需求。隨著氣候變遷挑戰加劇,台灣積極推動2050淨零排放目標,工會作為勞工權益的重要代表,其在轉型過程中的角色備受關注。因此本研究擬定三項研究目的:探討工會會員對於淨零轉型政策的認知及重視的主要議題、探討工會會員在淨零轉型過程下政策對自身工作影響的疑慮以及探討工會會員對於淨零轉型的組織因應及政策參與程度。基於前述目的,本研究以鋼鐵、石化、建築、金屬及汽車等產業的工會會員為對象,透過問卷調查蒐集到318份有效樣本,分析其對淨零政策的了解、工作適應的技能缺口及對政策支持的期待。研究結果顯示,多數工會會員對淨零政策有基本認知,但對細節了解不足,並普遍對轉型過程中的工作影響與技能需求表示憂慮。此外,研究發現工會會員對政府與工會在技能提升與職業轉型方面寄予厚望,但批評目前政策缺乏基層勞工的參與機制。根據研究結果,本研究提出政策建議,包括加強對工會會員進行宣導、建立三方對話機制、推動技能訓練及就業媒合,以促進淨零轉型的公平性與可行性。

    This study aims to explore the awareness and participation of trade union members in specific industries in Taiwan regarding the "Net Zero Transition Policy" and analyze their expectations and needs for the policy. As climate change challenges intensify, Taiwan has been actively promoting its 2050 net zero emissions target. Trade unions, as important representatives of workers' rights, play a critical role in the transition process. Therefore, this study establishes three research objectives: to investigate union members' awareness of and key concerns regarding net zero transition policies, to examine their concerns about the impact of such policies on their jobs, and to assess their level of organizational response and participation in policy-making related to the transition. Based on these objectives, this study targeted trade union members from industries such as steel, petrochemicals, construction, metals, and automotive sectors. Through a survey, 318 valid responses were collected to analyze union members' understanding of net zero policies, their skills gaps in adapting to workplace changes, and their expectations for policy support.
    The findings reveal that while most union members possess basic awareness of net zero policies, they lack understanding of the details and generally express concerns about the impact of the transition on their jobs and skills requirements. Furthermore, the study highlights that union members place significant expectations on the government and unions for support in skill development and career transitions, while criticizing the current policies for lacking mechanisms for grassroots labor participation. Based on the findings, this study proposes policy recommendations, including strengthening outreach to union members, establishing tripartite dialogue mechanisms, and promoting skill training and job placement services to enhance the fairness and feasibility of the net zero transition.
