    摘要: 本研究聚焦於非營利機構中永續專案人員的職能發展,旨在探討如何設計並推動職能導向課程,以提升永續專案人員的職業能力及其對組織目標的貢獻。本研究的目的是基於職能基準,系統性地構建與永續相關的核心課程內容,為非營利組織提供有效的永續專案管理方案。透過詳細分析,研究確立了四大核心課程內容,分別為「規劃永續報告書撰寫」、「專案管理實務」、「永續風險管理」以及「永續報告書撰寫」,以確保課程涵蓋永續專案管理的關鍵領域。
    首先,研究旨在針對非營利機構中永續專案人員所需的知識、技能與態度進行全面性分析,並據此建立職能基準。此基準的制定參考了多方學術文獻與實務案例,強調職能應包括知識、技能、態度與價值觀的整合。研究認為,非營利機構的永續專案人員在面對多樣化及動態變化的環境時,需具備跨領域知識、良好的溝通與協作能力,以及應對複雜永續挑戰的風險管理專長。
    其次,課程規劃上,「規劃永續報告書撰寫」課程旨在培養參與者對永續發展相關法規、報告框架(如GRI標準)的掌握能力,以及撰寫具說服力與透明度的報告書技能。「專案管理實務」課程則著重於提供專案設計、資源分配、績效監控與問題解決的實務技巧,幫助參與者在有限資源下達成專案目標。「永續風險管理」課程專注於風險識別、評估與應對策略,特別是在氣候變遷、資源稀缺及社會影響等方面。「永續報告書撰寫」課程則進一步深化實務應用,透過案例分析及模擬練習,培養學員能夠針對不同利害關係人設計針對性的報告內容。
    研究結論指出,非營利機構的永續專案人員應具備整能夠靈活應用職能基準中的各項核心能力以應對永續挑戰。課程成效評估結果顯示,參與者在完成這四大課程後,其職能表現預期能有所提升,特別是在報告書撰寫的專業度及專案管理實務的效率方面。未來可進一步深化課程內容,將職能基準的應用擴展至更多樣化的非營利組織場域,並結合數位化工具以強化教學效果。
    研究的重要性在於首次明確地將職能基準導入非營利機構永續專案人員的培訓中,提供了一個系統性的方法來提升組織效能與社會影響力。透過課程內容的實踐與檢視,預期可以成功地將理論與實務相結合,為非營利組織的永續發展提供了具體可行的路徑,也為未來相關研究奠定了基礎。

    This study focuses on the competency development of sustainability project personnel in non-profit organizations, aiming to explore how to design and implement competency-based courses to enhance their professional abilities and contributions to organizational goals. The objective of this research is to systematically construct core curriculum content related to sustainability based on competency benchmarks, providing effective sustainability project management solutions for non-profit organizations. Through detailed analysis, the study identifies four key curriculum modules: "Planning and Writing Sustainability Reports," "Practical Project Management," "Sustainability Risk Management," and "Advanced Sustainability Reporting," ensuring the curriculum covers critical areas of sustainability project management.
    First, the study aims to conduct a comprehensive analysis of the knowledge, skills, and attitudes required by sustainability project personnel in non-profit organizations and establish competency benchmarks accordingly. The formulation of these benchmarks is based on a wide range of academic literature and practical case studies, emphasizing the integration of knowledge, skills, attitudes, and values. The study asserts that sustainability project personnel in non-profit organizations must possess interdisciplinary knowledge, strong communication and collaboration skills, and expertise in risk management to address complex sustainability challenges in a diverse and dynamic environment.
    Second, in terms of curriculum design, the "Planning and Writing Sustainability Reports" module aims to equip participants with knowledge of sustainability-related regulations and reporting frameworks (such as GRI standards), along with the skills to draft persuasive and transparent reports. The "Practical Project Management" course focuses on providing hands-on techniques for project design, resource allocation, performance monitoring, and problem-solving, enabling participants to achieve project objectives within limited resources. The "Sustainability Risk Management" course emphasizes risk identification, assessment, and response strategies, particularly in areas such as climate change, resource scarcity, and social impacts. The "Advanced Sustainability Reporting" course further deepens practical application through case studies and simulation exercises, training participants to tailor report content for various stakeholders.
    The study concludes that sustainability project personnel in non-profit organizations should be able to flexibly apply the core competencies outlined in the benchmarks to address sustainability challenges. Evaluation of course effectiveness indicates that participants are expected to demonstrate improved competency performance upon completing the four modules, particularly in the professional quality of report writing and the efficiency of project management practices. Future efforts may further enhance course content by expanding the application of competency benchmarks to more diverse non-profit organizational settings and integrating digital tools to strengthen instructional outcomes.
    The significance of this research lies in its pioneering approach of introducing competency benchmarks into the training of sustainability project personnel in non-profit organizations, offering a systematic method to enhance organizational performance and social impact. Through the practice and evaluation of course content, this study is expected to successfully bridge theory and practice, providing a concrete and feasible pathway for the sustainable development of non-profit organizations and laying the foundation for future related research.
