    摘要: 根據臺北市政府主計處於2023年公布之《2013年至2022年重要統計指標》,揭露臺北市內現有稅籍建築物中,屋齡30年以上者所佔比例高達89.08%,皆是在九二一大地震前興建的房屋,耐震能力與結構安全性明顯不足,有危害民眾人身安全之虞。為求有效推動都市更新,政府提出容積獎勵制度,鼓勵民間參與都市更新,隨著取得容積的管道增加、相關法令規範日漸鬆綁,小面積、高容積的都更後建築林立,缺乏整體性的規劃儼然成為另一種都市問題。過去研究大多探討都市更新權利變換、容積獎勵與公共利益議題,缺乏基於生態經濟系統的研究。因此,本研究旨在探討都市更新對都市生態系統的影響,以臺北市為研究範圍,蒐集並綜整截至2022年12月臺北市已核定的都市更新案件資訊,其後針對大安區內的都市更新案件進行能值評估,分析都市更新前後的能量流動與變化,期能夠助益都市更新政策調整之參考。
    研究結果發現,都市更新後大安區對外界資源的依賴性大幅提高,進而造成系統內部環境負荷量增加59.12%,同時系統能值永續性降低42.76%,顯示都市更新造成環境壓力增加,突顯都市在空間品質與環境永續之間的兩難。

    According to the important statistical indicators from 2013 to 2022 published by The Department of Budget, Accounting and Statistics of Taipei City, the proportion of buildings in Taipei City with a house age of over 30 years is as high as 89.08%. These buildings were all constructed before the 921 Earthquake, with obvious deficiencies in seismic resistance and structural safety, posing a risk to public safety. In order to effectively promote urban renewal, the government has proposed Regulations of Bulk Reward for Urban Renewal to encourage private participation in urban renewal. With the increase in channels for obtaining volume and the gradual relaxation of relevant regulations, small-area, high-volume post-renewal buildings have sprung up, lacking comprehensive planning and becoming another urban issue. Previous studies have mostly focused on the rights transfer in urban renewal, bulk reward, and public interest issues, lacking research based on ecological economic systems. Therefore, this study aims to explore the impact of urban renewal on urban ecological systems, focusing on Taipei City. It collects and summarizes information on urban renewal cases approved in Taipei City until December 2022, and then conduct emergy analysis on urban renewal cases in the Da'an District, analyzing the energy flow and changes before and after urban renewal, with the expectation of providing reference for adjustments to urban renewal policies.
    The research findings indicate that after urban renewal, the dependence of the Da'an District on external resources has significantly increased, resulting in a 59.12% rise in the internal environmental load of the system. At the same time, the sustainability of the system's energy value has decreased by 42.76%. This shows that urban renewal has led to increased environmental pressure, highlighting the dilemma between spatial quality and environmental sustainability in urban areas.
