摘要:	在現代資訊社會，個人資料的運用非常普遍，與人民的生活密切相關，然而個資外洩、濫用個資等事件頻傳，以致危害個人隱私，甚至影響到公共利益，故個人資料保護越顯得重要。然而我國個人資料保護法有許多不足之處，例如欠缺個人資料保護之獨立監督機制、事事人回同意權等諸多問題，故需要對這些法律議題進行研究探討。本論文研究之內容為介紹個人資料保護之發展、對個資法重要條文進行解析、對疫情期間所施行之科技防疫措施進行探討以及探討事事人利受侵害時之救濟方法，並整理學者學術專書、學界期刊論文、法法實務決以以及外國立法例，以期解以個資法保護不足之問題。 In modern information society, the use of personal data is very common and closely related to people's lives. However, incidents of personal data leaks and misuse are frequent, which endangers personal privacy and even affects public interests. Therefore,personal data protection is becoming increasingly important. However, there are many shortcomings in Taiwan's Personal Data Protection Act, such as the lack of an independent supervisory mechanism for personal data protection, the right of the data subject to withdraw consent, and many other issues. Therefore, it is necessary to conduct research and discussion on these legal issues. This paper studies the development of personal data protection, analyzes important articles of the Personal Data Protection Act, explores technological epidemic prevention measures implemented during the epidemic, and examines remedies when the rights of the data subject are infringed. It also compiles academic books, academic journal articles, judicial practice judgments, and foreign legislative examples to address theshortcomings of the Personal Data Protection Act.
