摘要:	訓政時期國民政府對鄉村實行地方社會整頓的工作中，地政改革為重要的政策之一，地權、賦稅不公平在中國由來已久，但在北洋時期，相關的地方社會積弊，仍未有實際解決之道。在北伐統一後，國民政府隨即在其統治區域推行地政改革，試圖解決社會中因土地分配不均所造成的相關民生問題，具體做法包含土地調查與陳報、地籍資料建立、土地賦稅制度建立，二五減租即是著名的例子。浙江省為國民政府政治控制力較強的省份。因此，本研究以浙江省為核心，探究國民政府推行地政改革過程中，如何實踐孫中山民生主義思想，以及浙江省地政改革成敗，對日後在臺灣推行三七五減租的影響。 National Government executed the local society reorganization job toward country, Reform Policy was one of the important civil policy in the period of politicial tutelage. During Beiyang Government, easement and the unfair of taxes collection became the loss of local society. After National Government in Northern Expedition had been unified successfully, it introduced Reform Policy, trying to resolve the civil problems in society which were due to the unequal distribution, including land surveying, land report, the establishment of Land information and land taxes, also 25% Arable Rent Reduction were well-knowned examples. Zhejiang Province was under strong political control by Kuomintang and therefore this thesis will do a research on how Livelihood were executed by Dr. Sun Yat-Sen when Reform Policy were executed by Kuomintang and Zhejiang Province, and also the kill or cure that brought influence on 37% Arable Rent Reduction which was executed by Taiwan in the future.
