    Title: 包租代管產業經營模式之研究—以柏康資產管理有限公司為例

    Abstract: 台灣的銀髮族養老問題是一個日益嚴峻的挑戰, 這對長期照顧、醫療、社會保障等方面提出了挑戰。然而,政府和社會積極採取措施,致力提升銀髮族的生活品質和福祉水平,對於需要長期照護的銀髮族來說,面臨著照顧困難和經濟壓力。一些銀髮族可能面臨居住環境不適合,適合銀髮族的居住環境,包括無障礙設計、社區交流空間和提供必要服務的設施。
    解決台灣銀髮族養老問題需要政府、社會和家庭的共同努力,而銀髮族裡,最需要社會關的是獨居老人的問題,獨居老人年齡超過65歲以上,需要靠子女幫助過生活,自已也有缺少自信心,容易產生的身體和心靈上的問題產生,增加社會成本的負擔。
    台灣租賃市場相關文獻研究發現,皆有提到早期政府忽略管理房屋的租賃市場產生租屋資訊不對稱及租屋歧視現象。所以台灣政府於2017年4月18日同意辦理2017年都社會住宅包租代管試辦計劃,並與同年三讀通過租賃專法夾帶包租代管計劃,
    2018年6月政府正式通過包租代管租賃專法來管理包租代管業者即期的合法化訂定的專法租賃住宅市場發展及管理條例,透過更多專業管理人員協助屋主和房客雙方處理繁雜的租賃住宅管理事務,其政策的預期目標為引導民眾釋出閒置住宅於租賃市場,以低於市場上的租金出租並加入包租代管的專業機制,保障租賃雙方權益,政府除了租金優惠,租賃市場資訊透明化及增加租屋存量外,政府也能減輕為了新建社會住宅的財政負擔,更促使弱勢者有更多多元化的選擇。
    一般企業經營方式以利潤為主體,社會企業以解決社會問題的企業經營精神為主體,所以本研究主要以台灣的包租代管產業經營模式如何導入社會企業解決社會問題的企業經營精神,主要針對的社會問題是獨居老人的收入及居住問題,針對的是有房產的獨居老人在配合包租代管的業者,導入社會企業的經營模式的規劃與實際表現,將以台灣的包租代管業者柏康資產管理有限公司為例,最後再提出結論和建議。

    The aging population issue in Taiwan is becoming an increasingly severe challenge, posing challenges in long-term care, healthcare, social security, and other aspects. However, the government and society are actively taking measures to improve the quality of life and well-being of the elderly, who face difficulties in care and economic pressure. Some elderly individuals may face unsuitable living environments, while suitable living environments for the elderly include barrier-free designs, community spaces for interaction, and facilities providing necessary services.
    Solving the elderly care issue of Taiwan's silver-haired population requires the joint efforts of the government, society, and families. Among the silver-haired population, the most pressing social issue is that of elderly individuals living alone. These elderly individuals, aged 65 and above, rely on their children for support in their daily lives. They may also lack self-confidence, leading to physical and mental health problems, which in turn increase the burden on society's costs.
    Research on the rental market in Taiwan has found that early government neglect of managing the housing rental market has led to information asymmetry and discrimination in renting. Therefore, the Taiwanese government agreed to implement the 2017 Social Housing Rental Management Trial Program on April 18, 2017, and passed the Rental Housing Act with the inclusion of the rental management program in the same year. In June 2018, the government officially passed the Special Law on Lease Management to regulate the immediate legalization of lease management operators. The law was established to develop and manage the residential lease market through the assistance of more professional management personnel in handling the complex lease management affairs for both landlords and tenants. The expected goal of this policy is to guide the public to release vacant residential properties into the rental market, rent them out at below-market rents, and incorporate professional lease management mechanisms to protect the rights and interests of both parties. In addition to rental discounts, transparency of rental market information, and increasing the supply of rental housing, the government can also reduce the financial burden of building new social housing and encourage vulnerable groups to have more diverse housing options.
    Conventional enterprises primarily focus on profit as their main objective, while social enterprises prioritize the spirit of addressing social issues through their operations. Therefore, this study mainly explores how the business model of Taiwan's lease management industry can incorporate the spirit of social enterprise to address social problems. The main focus is on the income and housing issues of elderly people living alone. Specifically, the study examines how elderly individuals with properties can collaborate with lease management operators to implement the business model of social enterprise. The case study will be based on Taiwan's lease management company, Bo Kang Asset Management Co., Ltd., to analyze the planning and actual performance of incorporating the social enterprise model. Finally, conclusions and recommendations will be provided.
