    摘要: 本研究旨在探討臺北市居家托育人員的工作生活品質,以及與之相關的因素,欲提高托育人員的工作條件和服務品質。具體而言,本研究目的有四,分別為:一為瞭解居家托育人員之工作內容與日常工作狀態;二為瞭解居家托育人員之工作生活品質之認知狀況;三為探討居家托育人員之工作生活品質感知;四為在目前相關法規範與政策推行下,是否提供出一套足以使家長、兒童、居家托育人員三贏之政策內容。為了達成研究目的,本研究採用了文獻分析法與深度訪談法進行相關探究與梳理。本研究共訪談五位臺北市的居家保母或居家托育人員,通過深入訪談,試圖全面瞭解托育人員的工作生活品質感知及其受到的各種影響因素。欲透過質性訪談,深入理解受訪者的觀點和感受,進而探討可能的改進措施和政策建議。
    研究結果顯示,在公共托育政策轉向平價化的情境下,居家托育人員扮演了至關重要的角色,為雙薪家庭提供了便利,同時也引發了對幼兒安全的擔憂。然而,居家托育人員面臨著諸多壓力和困難,如疾病防護、工作時數和報酬等。家庭成員的支持、工作和家庭分配的調整、以及對照顧孩子的熱愛和喜好等因素對工作生活品質也具有重要影響。在現行政策下,若能提供一套政策內容,解決薪資調整和支持不足等問題,同時照顧到家長、兒童和居家托育人員的需求,將有助於實現三方共贏。這需要政府綜合考慮各方需求和利益,制定相應的政策和措施,以提供支持和改善居家托育人員工作生活品質。
    This study aims to explore the work-life quality of home-based caregivers in Taipei City and the associated factors with the goal of enhancing the working conditions and service quality of caregivers. Specifically, the study has four objectives: first, to understand the job responsibilities and daily work conditions of home-based caregivers; second, to comprehend the perception of work-life quality among home-based caregivers; third, to investigate the perceived work-life quality of home-based caregivers; fourth, to assess whether the current regulations and policies provide a comprehensive solution that benefits parents, children, and home-based caregivers. To achieve these objectives, the study employs literature analysis and in-depth interviews for a thorough exploration and review.
    Five home-based caregivers in Taipei City were interviewed to gain comprehensive insights into their perception of work-life quality and various influencing factors. Through qualitative interviews, the study aims to understand the perspectives and experiences of the participants and explore potential improvement measures and policy recommendations.
    The research findings reveal that, in the context of the shift towards affordable public childcare policies, home-based caregivers play a crucial role in providing convenience for dual-income families while raising concerns about child safety. However, home-based caregivers face various pressures and challenges, including disease prevention, working hours, and compensation issues. Factors such as family support, adjustments between work and family responsibilities, and passion for child care also significantly impact work-life quality. Under the current policies, addressing issues like salary adjustments and insufficient support and providing a comprehensive policy content that meets the needs of parents, children, and home-based caregivers can contribute to a win-win-win situation. This requires the government to consider the diverse needs and interests of all parties and formulate corresponding policies and measures to support and improve the work-life quality of home-based caregivers.
