    Abstract: 近年來,台灣社會對於寵物飼養數量,有逐年上升的趨勢,農委會2021 年度
    全國家犬貓數量調查結果統計表指出,全國家犬預估數量1,235,218 隻,全國家貓
    預估數量870,810 隻,合計2,106,028 隻。根據台灣經濟研究院調查顯示國際寵
    物整體經濟規模之統計,2022 年預估全球寵物市場規模將達2,600 億美元。台灣
    經濟研究院2020 年之研究調查,我國寵物相關產業市場規模已經超過新台幣500
    億元,更預測2022 年~2027 年間,寵物數量預期超過新生兒人數,寵物相關產業
    也將邁入黃金發展期。
    雖然寵物相關產業朝向正面發展,政府現今所規範法規範圍,仍正在停留在設
    立管理規範,以及預備立法萌芽之階段,目前全國超過210 萬隻犬、貓之數量,政
    府在立法及寵物管理規則時程,已刻不容緩。
    In recent years, the number of pets kept in Taiwanese society has been increasing
    year by year. The results of the 2021 national dog and cat population survey by the
    Ministry of Agriculture shows that the estimated number of domestic dogs nationwide is
    1,235,218, and the estimated number of domestic cats nationwide is 870,810, for a total
    of 2,106,028. According to the statistics of the overall international pet market made by
    the Taiwan Institute of Economic Research, the global pet market is estimated to reach
    US$260 billion in 2022. According to a 2020 survey made by the Taiwan Institute of
    Economic Research Institute, the market of pet-related industries has exceeded NT$50
    billion in Taiwan. It is also predicted that between 2022 and 2027, the number of pets is
    expected to exceed the number of newborns, and pet-related industries will also enter a
    booming time. Although the pet-related industry is developing in a positive direction, the
    laws and regulations is still at their early staging, with only the establishment regulations
    and preparing for other legislations. Currently, there are more than 2.1 million dogs and
    cats in Taiwan, the pet management legislations and regulations are in urgent need.
