    摘要: 自2013年9月中國提出「一帶一路」倡議,意圖形成一個橫跨歐亞非大陸的經濟板塊,而這個大型新經濟合作計劃的成形和崛起,勢必改變既有的國際政治經濟秩序,衝擊目前美國引領霸權體系的局面;然東南亞國家與中國長期以來經濟互動密切,尤其新加坡不僅是中國最大的外資來源國,其對中國的投資更佔了「一帶一路」國家對中國投資總額的85%,且中國在沿線國家的投資更有三分之一會經由新加坡,顯見新加坡在「一帶一路」的重要地位。
    儘管如此,筆者觀察新加坡對其參與「一帶一路」的態度,卻從一開始的消極對抗,歷經被動接觸的競爭關係,最後視彼此為積極互動的合作夥伴。本文嘗試透過溫特的建構主義觀點,從身份認同、國家利益及對外政策等因素,綜合分析新加坡於2013年至2021年期間在「一帶一路」與中國往來關係之變化。
    研究發現,新加坡在面臨國內經濟轉型及國際地位維繫等壓力下,依據其地緣位置及經濟優勢,參與中國所提出「一帶一路」倡議實為大勢所趨;惟期間角色之轉變乃因應長期實行之中國政策,採取經濟接觸、政治等距的「避險」策略,以確保區域穩定及國家安全。即便新加坡試圖拉攏美國、日本及印度在政治、軍事層面合作力抗中國,未來中新關係仍續朝向「經濟合作,政治抗衡」的互賴關係邁進。
    With the launch of the Belt and Road Initiative in September 2013, China has been attempting to construct an economic block that stretches across the Euro-Asian Continent. The formation of such a broad-scale economic cooperation scheme, the existing U.S.-led unipolar regime would unavoidably be impacted. Among all Southeast Asian nations with long extensive interactions with China, Singapore plays a very vital role. One the one hand, it has been the biggest source of FDI for China, accounting for 85% of the total investment following into China from belt and road countries. On the other, approximately one-third of the Chinese investment has been transferring into belt and road countries via Singapore.
    However, despite holding a pivotal position, Singapore, according to the author’s observation, had been adjusting its attitude toward the Belt and Road with time – from passively resisting the scheme in the beginning, seeing China as a competitor after reluctant engagement later on, to actively accepting China as a comprehensive partner at the present. Through Alexandor Wendt’s constructivist viewpoint that put great emphasis on factors such as identity, national interests and foreign policies, this research tries to propose an integral analysis on the changing relations between Singapore and China with the unfolding Belt and Road Initiative from 2013 to 2021.
    This research finds, under the pressures of economic transformation and international positioning, Singapore perceives that participating in the Belt and Road Initiative is the way the wind is blowing. Its national role adjustment, nonetheless, has been carefully conducted in accordance with its long-term Chinese policy, i.e., keeping both economic engagement with China and a risk-avoiding isometric international political stance in maintaining national security. Even though Singapore tries to rope in the U.S., Japan and India in militarily balancing China, Sino-Singapore relations will keep proceeding toward an ‘economically engaging but politically contending’ mode of interdependence.
