摘要: | 本研究係作者近六十年來參加外交部國合會援非事務行列,為國家貢獻犧牲的實務經驗寫實,第一階段從六十年代的先鋒案農耕隊開始,為維護中華民國在聯合國代表權席位,第二階段從八十年代退出聯合國後的農技團、技術團,是為配合中華民國外交政策與中國大陸爭取建交國,長期致力援助非洲落後國家協助發展糧食增產。此亦為中華民國臺灣一甲子回饋國際社會的人道精神成功典範。
本研究探討中華民國臺灣援助非洲農業外交政策中,農民組織教育訓練、滿意度及忠誠度之關聯性,並以分層抽樣調查方式進行,針對中布農技合作協定,臺灣援助布吉納法索四個墾區的現有村莊,分別抽出10位農民(共發出420份問卷)進行調查,有效問卷份數399份,本研究將其資料以次數分配、描述性統計、信度分析、相關分析、迴歸分析及中介效果分析等方式來分析資料,以驗證各變項之研究假設。研究結果發現農民組織教育訓練(包括服務品質、訓練成效評估與技術轉移)皆對忠誠度、滿意度具有顯著正向影響;滿意度對忠誠度有顯著正向影響;滿意度在農民組織教育訓練與忠誠度之間具有部分中介效果。最後,本研究提出相關理論及實務建議,期望可作為後續相關研究之參考。
For the past six decades, the author had participated in the International Coopera-tion and Development Founds of the Ministry of Foreign Affairs determined to assisted African countries since 60s, the first phase starting with the pioneer case farming team in the sixties, in order to maintain the representative seat of the Republic of China in the United Nations, and the second stage after withdrawing from the United Nations in the eighties In order to cooperate with Taiwan's foreign policy and Chinese mainland to es-tablish diplomatic relations, the Taiwan agricultural mission and Taiwan technical mis-sion have long been committed to assisting backward African countries to help develop and increase alimental production. This also was one of the successful examples of Tai-wan's humanitarian spirits of contribution to the international community.
This study investigated the relationships among quality of training service, training effectiveness, technology transfer, satisfaction and loyalty of farmers' education and training in Taiwan's agricultural foreign policy in Africa. The survey was conducted by stratified sampling, and 10 farmers (420 questionnaires) were selected from each village in Burkina Faso, and 399 valid questionnaires were collected. The study analyzed the data by means of frequency distribution, descriptive statistics, reliability analysis, corre-lation analysis, regression analysis, and mediation effect analysis to verify the research hypotheses. It was found that farmer organization education and training (including ser-vice quality, training effectiveness evaluation, and technology transfer) had significant positive effects on loyalty and satisfaction; satisfaction had a significant positive effect on loyalty; and satisfaction had a partial mediating effect between farmer organization education and training and loyalty. Finally, this study proposes relevant theoretical and practical suggestions, which are expected to serve as references for subsequent related studies. |
