| 摘要: | 1970、80年代起，資訊科技的快速發展，促成人類社會與戰爭型態的巨大變革，以資訊社會為基礎和資訊戰為目標的世界軍事革新運動隨之興起。對於此一劃時代的變化，資訊化社會的國家無不積極投入資訊戰的理論研究和實務發展；而我國資訊社會快速崛起，並且深受中共信息戰的威脅，因此，推動以資訊科技為核心與資訊戰為主軸的國防軍事革新與轉型，已成為國防建軍的重大課題，也攸關我國國家安全的未來發展。
為了深入瞭解聚焦於資訊戰發展的我國國防現代化，本研究經由理論探討和實證研究，說明我國國防現代化的時代背景、形成因素、改革現況，以及問題和困境。在探討方式上，首先，本研究係以現代化理論作為研究的理論依據，以及採取軍事社會學和戰爭社會學等研究途徑，對國防現代化、軍事革新與資訊戰發展的概念演變、發展與關聯性予以描述、釐清和解釋；進而探討影響我國國防現代化的內、外因素，並對我國國防現代化所獲致的支撐和限制作一綜合性說明。其次，本研究經由專家意見諮詢、問卷調查和深度訪談，建構一套符合本土發展特色的國防現代化指標項目，使其具有檢核效用的觀察清單，據以對國軍軍事改革進行分析和檢討。
經研究發現：1991年以來，國軍軍事改革優先項目：包含(一)軍事戰略與作戰方式；(二)軍事科技與武器裝備；(三)軍事組織與指揮體制；(四)軍人素質與綜合戰力；以及(五)國防預算的分配和運用等五個面向，大體上呈現以資訊戰為發展為主軸的軍事革新趨勢，能夠掌握資訊化時代國防現代化的重點方向。然而，由於戰略迷思，政策偏頗和執行不力，國軍軍事改革仍有尚待解決和克服之處。
最後，本研究建構國防現代化指標雖為一初探性研究，惟彙集多數專家共識所獲致之34項指標項目和輔助說明的指標細目，可以作為未來相關指標研究的基礎與參考，並且提供國軍軍事改革優先性之標準。
During the 70s and 80s, the rapid growth on the information technology has facilitated major revolution on the human society and nature of warfare. Basing on the foundation of social information and the goal of information warfare, it soon followed by the rising of world newly revolutionized military movement. Regarding to this changing era, information society based countries are eager to invest into theorems and practical developments of information warfare: Our nation’s development on information society in has grown rapidly, and also, it is deeply threatened by the message warfare from mainland China. Therefore, basing information technology as the core and information warfare as the axis, it is the motivation to our national defense military reformation and transformation, which becomes the main topic of military defense development and relates to future development of our nation’s security.
In order to have a deeper focus on the research of information warfare development in our national defense modernization, this research would conduct by applying the theorem discussion and practical investigation to explain the background, the element of formation, the reformation status, the problems and predicament, of our national defense modernization. From the discussion perspective, firstly, this research would apply modernization theorem as the theorem basis, and adopt the studies of military sociology and warfare sociology as the research direction. As result, it would depict on the concept of reformation, the development and connection in the description, clarification, and explanation, to our national defense modernization, military reformation, and information warfare development; the further discussion would be on the depiction of inner and outer elements that influencing of the modernization of nation’s defense, and conclude a comprehensive explanation on the acquired social support and limitation of our national defense modernization. Then, secondly, this research would construct a set of criterion indicator on the local developmental characteristic of our national defense modernization by consulting with expert’s opinions, questionnaire investigation, and focus interviews. The aim is to derive a checking list of observations, and provide the function of analysis and examination to the process of our military information warfare development.
The research findings: since 1991, our military reformation priorities are, including to the five categories of, 1, military strategy and operation tactic; 2, military technology and weapon equipment; 3, military organization and commanding system; 4, soldier’s quality and combined combat ability; and 5, distribution and utilization of national defense budget, it is suitable for the new trend of information warfare development as axis of military reformation in presentation, and becomes the focus point of the ear of military information based modernization. However, due to the military strategic confusion, political bias, and inability of implementation, the status of our military information warfare development still have several problems to be solve and overcome with.
In conclusion, although this research is an initial analysis to the indicator of our national defense modernization, but it is a research analysis in combination of many experts’ common view to originate of 34 indicator classifications and subsidiary explanations, which is to provide a reference standard of priority development in our military information warfare. Therefore, this research provides a prior standard of our nation’s military reformation, and becomes the foundation and reference to the future exploration on the relevant indication researches. |
