    Abstract: 桃園航空城計畫為打造桃園國際機場成為東亞航運樞紐,帶動北北桃都會區域發展及產業轉型之大型國土開發計畫,其成敗關鍵在於能否導入切合國家及地方發展所需之最適產業。本研究運用多準則決策方法,邀請12位產官學界專家參與兩次問卷調查。首先運用文獻分析法及專家訪談法建立六大構面及三十四項待評估準則,再用模糊德爾菲法得到通過門檻值篩選之十四項準則,建立桃園航空城最適產業評估架構。第二階段運用決策實驗室分析法與分析網路程序法,評估準則間影響程度及探討其因果關係,計算準則構面之重要度權值並據以建立優先順序,再進行滿意度加權計算,得出桃園航空城最適產業為「航空關聯產業」及「物流服務產業」。本研究並針對評估過程中部分滿意度較低者提出改善建議;最後導入歐盟地方產業創新策略分析架構,對桃園航空城最適產業發展提出政策建議。
    The Taoyuan Aerotropolis Project is to build Taoyuan International Airport into a shipping hub in East Asia, and drive the development of the northern Taiwan metropolitan region. Importing the optimal industries for national and local development is the key to success. This study uses a multi-criteria decision making method (MCDM) and invites 12 industry-government-academic experts to participate in two questionnaire surveys. First, use the literature analysis method and the expert interview method to establish 6 major dimensions and 34 criteria to be evaluated, and then use the Fuzzy Delphi method (FDM) to obtain 14 criteria that pass the threshold screening, and establish the optimal industry evaluation framework for Taoyuan Aerotropolis Project. Secondly, use the decision-making laboratory analysis method (DEMATEL) and the analysis network procedure method (ANP) to evaluate the degree of influence between the criteria and explore its causal relationship, and then calculate the importance (weight) of the criteria aspect and establish the priority based on it. By performing the weighted calculation of satisfaction find that the optimal industries for Taoyuan Aerotropolis Projcct are "aviation-related industries" and "logistics service industries". Finally, this research introduces the “Research and Innovation Strategies for Smart Specialization, RIS3” analysis framework of EU and provide strategies and suggestions for the optimal industrial development of Taoyuan Aerotropolis Projcct.
