    摘要: 台灣目前仍存在有429個污染控制場址(污染較輕微),以及99個整治場址(污染較嚴重),又7,538個公告解除控制場址,其中部分位於都市內部商業中心,有些則位於郊區農地,或介於兩者之工業用地等分散於各地,亦可見各場址所處區位環境具有相當大之差異,且在地條件皆有所異同;換言之,污染或污染整治考量的因素不應只有基地本身條件,也應同時納入周邊發展現況與環境條件,方能更明確掌握污染帶來的損害,或是整治後所產生之效益。故如何以財政效益觀點,納入污染場址所處之區位條件,加以評估土壤及地下水汙染整治效益,並建構一套可適用於土壤及地下水污染整治後土地重劃再利用策略,於目前實務上仍缺乏可操作模式與判斷標準。尤其,當一區域內同時存在諸多場址時,且整治工作受限於資源有限,而無法一次全部進行整治工作或完成清理(cleanup);因此,以財政效益觀點評估究竟那些場址較具有高度區位效益與條件應優先推動整治工作,並在進行污染整治的同時兼顧都市環境改善,以發揮整治效益,目前尚缺乏相關具體探討。爰此,本專案主題「以財政效益觀點評估土壤及地下水污染整治進行土地重劃再利用策略之研究」,其研究目的如下: (1) 透過國、內外污染整治相關文獻與棕地再利用成功發展案例之分析,研擬出一套可評估之架構體系,並運用模糊德爾菲法(Fuzzy Delphi Method, FDM),以財政效益的觀點,委以專家學者進行共識篩選,續以運用分析網絡程序法(Analytic Network Process, ANP)建立土地重劃再利用策略之評估指標,據以創新方法建立一套可操作評估機制,作為財政效益評估之基礎。 (2) 針對都會地區具代表性之列管污染場址,以行政區為分析單元,運用空間型構法則(Space Syntax)分析其場址周邊空間結構特性,以此考量場址區位與整體空間結構的關聯性,並加以了解棕地區位之便捷程度,再依據其空間量測變數分析財政效益與影響指標之關係,最後進行Space Syntax視域圖之繪製,從宏觀角度評估財政效益差異性及分類,以利未來整治工作及土地重劃再利用決策之參考。 (3) 研擬以棕地區位便捷度評估土壤及地下水污染整治財政效益,以此整合土地重劃再利用之策略,以期整治期程中創造更高的環境附加價值,並以此因應上述前瞻性議題,來達到完善的財政效益與土地活化利用等多目標需求,最後以土壤及地下水污染整治財政效益方案之示範案例,藉以作為後續與地方政府或相關單位整合土地重劃機制體系之參考,並以評估指標權重建立整治資金優先相關策略,提供未來制度運作研修之方向。
    Taiwan still has 429 pollution control sites (slightly polluted), 100 remediation sites (severe pollution), and 7,538 sites that have been announced to be released from control, some of which are located in urban commercial centers and some are located in the suburbs Agricultural land, or industrial land in between are scattered in various places, and it can be seen that the location environment of each site is quite different, and the local conditions are similar and different; in other words, the factors considered in pollution or pollution remediation should not be considered. Therefore, how to take into account the location conditions of the contaminated sites from the perspective of financial benefits, evaluate the benefits of soil and groundwater pollution remediation, and construct a set of land rezoning and reuse strategies that can be applied to soil and groundwater pollution remediation, in the current practice. There is still a lack of operational modes and judgment criteria. In particular, when there are many sites in an area at the same time, and the remediation work is limited by limited resources, it is impossible to carry out the remediation work or complete the cleanup at one time; therefore, from the perspective of financial efficiency, it is necessary to evaluate which sites are more highly efficient. The location benefits and conditions should give priority to promoting the remediation work, and take into account the improvement of the urban environment while carrying out pollution remediation, so as to give full play to the remediation benefits, and there is still a lack of relevant specific discussions. Therefore, the theme of this project is "Study on Land Rezoning and Reuse Strategies for Assessing Soil and Groundwater Pollution Remediation from the Viewpoint of Financial Benefit", and the research objectives are as follows: (1) Through the analysis of domestic and foreign pollution remediation related literature and successful development cases of brownfield reuse, a set of evaluable framework systems was developed, and the Fuzzy Delphi Method (FDM) was used to achieve financial benefits. Experts and scholars were commissioned to conduct consensus screening, and continued to use Analytic Network Process (ANP) to establish evaluation indicators for land rezoning and reuse strategies. Basis for benefit evaluation. (2) For the representative listed pollution sites in the metropolitan area, take the administrative area as the analysis unit, and use the Space Syntax to analyze the spatial structure characteristics of the surrounding sites, so as to consider the site location and overall spatial structure and the convenience of understanding the location of brownfields, then analyze the relationship between financial benefits and impact indicators based on its spatial measurement variables, and finally draw the Space Syntax viewport map to evaluate the differences and classification of financial benefits from a macro perspective. , in order to facilitate future remediation work and land rezoning and reuse decision-making reference. (3) Develop and evaluate the financial benefits of soil and groundwater pollution remediation based on the convenience of brownfield location, so as to integrate the strategy of land rezoning and reuse, in order to create higher environmental added value during the remediation process, and to respond to the above-mentioned prospects Finally, the demonstration case of the financial benefit plan for soil and groundwater pollution remediation is used as a reference for the subsequent integration of the land rezoning mechanism system with local governments or related units. And based on the weight of the evaluation indicators, a strategy related to the priority of remediation funds is established to provide the direction of future system operation training.
