    Abstract: 根據國家發展委員會的人口推估,到了2025年,台灣即將邁入超高齡國家的行列,因著年金制度的改革與退休年齡的延後,勞動力反轉上升,造就台灣的勞動人口結構銀灰化及勞動參與率高齡化。雖然台灣的六十五歲以上勞動力人口每年持續成長,但是其勞動參與率,遠遠落後其他國家,閒置這些潛在可用之高齡人力資源不予以運用,殊為可惜。
    台灣在本土化思潮的影響下,開始出現新的社區化風潮,政府推動社區產業不遺餘力,在發展過程中,社區組織結合在地高齡者從事社區福利及志願服務,高齡志工經培力後導入生產事業,成為二度再就業人力,老年人力資源也在此得以多面向的充分發展與運用。
    本研究採用文獻分析法及個案深入訪談法,針對台灣如何在社區產業運用高齡志工資源之議題,進行研析。研究結果發現,高齡志工資源是社區組織珍貴的人力資產,激勵其拓展生活領域投入良善公共事務及參與社區產業,不僅可以提升個人自我價值與能力,也能透過參與社區產業的創新發展行動,協助社區朝永續發展之路邁進。

    According to the population estimates of the National Development Commission, by 2025, Taiwan will soon enter the ranks of super-aged countries. Due to the reform of the pension system and the extension of the retirement age, the labor force has caused a transformation which resulted in a graying labor force structure and an aging labor force participation rate in Taiwan. Taiwan's labor force over the age of 65 continues to grow every year, but its labor force participation rate is far behind other countries. Unfortunately, these potentially available elderly human resources are not used.
    In Taiwan, under the influence of the localization trend, a new tide of communityization began to develop. The government invested resources in promoting community industries. During the development process, community organizations engaged in community welfare and voluntary services with the collaboration of local senior citizens. After training, the senior volunteers were emerged into the production business as a second-time re-employment manpower, and the elderly human resources can also be fully developed and utilized in multiple aspects.
    This research adopts the method of literature analysis and in-depth interviews with individual cases to analyze the issue of how to use elderly volunteer resources in community enterprise in Taiwan. The results of the study found that senior volunteer resources are precious human assets for community organizations. To encourage the elders to expand their life experiences, devote themselves to good public affairs and participate in community enterprise can not only enhance personal self-worth and ability, but also help the community move towards sustainable development through participating in innovative actions in community enterprise.
