摘要: | 全球老齡化為必然趨勢,我國也已經屬於高齡社會,人口老化問題日益嚴重。為此 WHO 提倡透過「活躍老化」之行動來應對,旨在消除年齡歧視並承認老年人口之多樣性。本研究以台灣最具代表性能推動活躍老化並且翻轉負面老化刻板印象之「不老騎士活動」為研究標的,以社會影響力之角度切入,深入探討其社會影響力之創造方式與價值。
本研究以社會投資報酬分析評估模型(SROI)衡量其社會影響力,最終分析得出每投入1元,能產生2.45元之社會價值回報。其中不老騎士、志工、工作人員和弘道分別於總價值之佔比依序為31.4%、37%、8.6%和 22.9%。發現不老騎士活動能有效促進「活躍老化」與翻轉負面老化刻板印象,建議政府與相關組 織應更加重視老人之多樣性,將資源投入於能促進翻轉負面老化 刻板印象的活躍老化之活動上,讓高齡者能保持健康並且繼續參與社會,促進老人福祉。
透過實際導入 SROI 的過程,發現此方法嚴謹且考量周延,以各方利害關係人參與為基礎,用主觀與量化兩種方法同時進行評估,讓社會影響力以貨幣化呈現,可作為組織內外的良好溝通工具,且透過價值分析能幫助管理決策,達成價值創造最大化。
Population aging has become an irreversible trend worldwide. Taiwan is no exception and the problem is increasingly prominent. Active aging, a concept brought forward by the World Health Organization, aims to eliminate age discrimination and promote recognition of diversity in older adults. The present study investigated the Go Grandriders Project, a program that epitomizes the spirit of active aging in Taiwan and refutes the negative aging stereotypes. The study assumed the perspective of social impact to discuss in-depth the creation and value of the social impact of the Project.
A Social Return on Investment (SROI) model was adopted for the evaluation of social impact. The results indicated that, for 1 NTD worth of investment, 2.45 NTD worth of return was created. The grandriders, volunteer workers, working staff, and the Hondao Senior Citizen’s Welfare Foundation accounted for 31.4%, 37%, 8.6%, and 22.9%, respectively, of the value created. The Go Grandriders Project was proved to have effectively promoted active aging and refuted the negative aging stereotypes. Competent authorities and related agencies are advised to attach more attention to the diversity in older adults and divert more resources to the promotion of active aging, thereby improving the wellbeing of older adults and enabling them to remain healthy and active in social participation.
The practical experience on the SROI model indicates that this model is robust and comprehensive. By considering the participation of all stakeholders, the model employs both subjective and quantitative evaluations to present social impact in monetary form, enabling smooth communication inside and outside organizations. When coupled with value analysis, the model enables Hondao to make appropriate managerial decisions that optimize value creation. |
