| 摘要: | 近年來世界上越來越多先進國家，都將文化創意做為國家很重要的發展產業之一。我國目前在文化創意產業推廣的部分，也由行政院國家發展委員會(以下簡稱國發會)負責推動「設計翻轉與地方創生」計畫; 藉由盤點各地的「地、產、人」的特色資源，以「創意、創新、創業、創生」的策略規劃，去開拓地方深具特色的產業資源，用以引導優質人才的專業服務去回饋故鄉; 且經過地域、產業與優秀人才的多元結合，以設計手法的加值運用，來帶動產業發展及地方文化的提升。如此可使得社區、聚落與偏鄉能重新形塑出不同以往的風華年代，去展現地景美學，並塑造出地方的特色。
由於文化創意產業的特殊經營模式與特性，其成功的要素，與相關各個層面的參與者，包括產、官、學，都有著非常深的連結關係，所以本研究之目的係以文化創意產業經營者的角度去做思考，並運用美國麻省理工學院(MIT)的系統思考(systems thinking)的觀點與開放式創新(open innovation)的思維來分析此研究個案的企業，包含: 如何具體去實踐「土地倫理」與「勞動力美學」，並推動「社區總體營造」，來帶動鄉鎮居民集體勞動。如此可創造出良善永續經營的環境，以擴大地方的創生經濟和共享價值。優秀的文化創意可把文化創意產業轉化成優良的商業模式。
本研究參酌相關文獻討論文化創意產業的趨勢和發展，並說明文化政策及經濟之間所衍生的效果，然後歸納文化創意產業在發展上和永續的進程上存在而且必須去正視的問題，做一個整理。最後，再嘗試對文化創意產業的前景提出建議，期許對台灣的文化創意產業的政策和地方的文化發展有所助益。
In recent years, more and more advanced countries in the world have regarded cul-tural creativity as one of the important development industries of the country. The promotion of cultural and creative industries in my country is also carried out by the National Development Council of the Executive Yuan to promote the "design flip and local creation" plan; By collecting the characteristic resources of "real estate, produc-tion, and people" in various places, and using the strategic planning of "creativity, in-novation, entrepreneurship, and vitality", it is expected to develop local industrial re-sources with deep characteristics and guide the professional services of high-quality talents to give back to their hometown. Moreover, through the diversified combination of regions, industries and outstanding talents, the value-added application of design methods will drive the development of the industry and the improvement of local cul-ture. In this way, communities, settlements and remote villages can be reshaped into a different era of elegance, to show the aesthetics of the landscape, and to shape the characteristics of the place.
Due to the special business model and characteristics of the cultural and creative industry, its success factors have a very deep connection with the relevant participants at all levels, including production, government, and academia.
This study discusses the trend and development of the cultural and creative indus-tries with reference to relevant literature, and explains the effects derived from cultural policies and the economy. Finally, we put forward suggestions on the prospects of cul-tural and creative industries, hoping to help Taiwan's cultural and creative industry policies and local cultural development. |
