    摘要: 近年來不能不注意到全球出現的挑戰,即是人口高齡化,根據國家發展委員會資料所示,臺灣在2018年邁入高齡社會(Aged Society),老年人口占比超過14%,臺灣當時比率為14.56%;預測至2026年65歲以上老年人口占比超過20%,更進一步成為超高齡社會(Super Aged Society)。據此,無論在全球或是國內,高齡化的課題都是全球所關注的議題之一,因此各項基礎建設以及公共設施應針對高齡者需求優先予以調整。
    透過文獻回顧相關研究可得知對於高齡者而言,除了自身的移動力衰退外,心理方面也會影響外出參與社會活動,研究皆指出高齡者藉由自身獨立外出的能力至目的地,並持續的進行運動以及社會互動等活動將對生理與心理有正面的影響,因此鼓勵高齡者至鄰近的公共設施運動,藉此公共設施成為高齡者日常生活中重要的活動場域。若想促進高齡者從事身體鍛鍊與參與活動,了解他們偏好的活動以及經常使用之設施是必須的,臺灣高齡者對於公共設施的需求皆為公園,其次為市場以及運動場。由此可知,公園對於高齡者來說是日常生活中重要的公共設施,也是最容易接近的環境。
    本研究針對高齡者需求檢討大安區內現況鄰里公園之區位可及性,藉由文獻回顧可了解各國對於鄰里公園的標準以及高齡者的移動能力程度,再設定鄰里公園標準與高齡者適合移動之距離,最後運用路網分析與可及性分析計算出鄰里公園之服務範圍與可及性程度,並將分析結果利用地理資訊系統疊圖,重新檢視大安區內鄰里公園是否符合高齡者移動之距離,以此結果建議政府未來通盤檢討的操作。
    In recent years, one has to pay attention to the global challenge, namely the aging of the population, according to data from the National Development Commission, Taiwan entered an aged society in 2018, the elderly population accounted for more than 14%, and Taiwan’s rate at that time was 14.56%; it is predicted that by 2026, the elderly population over 65 will account for more than 20%, and it will further become a super aged society. Accordingly, whether in the world or at home, the issue of aging is one of the issues of global concern. Therefore, various infrastructure and public facilities should be adjusted according to the needs of the elderly.
    Through literature review and related research, we can know that for the elderly, in addition to their own mobility decline, psychological aspects will also affect going out to participate in social activities, studies have pointed out that elderly people use their ability to go out independently to reach their destinations, and continue to exercise and social interactions will have a positive impact on their physical and psychological effects, therefore, elderly people are encouraged to exercise in nearby public facilities, so that public facilities become an important activity field in the daily life of the elderly. If you want to promote the elderly to engage in physical exercise and participation in activities, it is necessary to understand their preferred activities and the facilities they frequently use, the needs of the elderly in Taiwan for public facilities are parks, followed by markets and sports fields. It can be seen that the park is an important public facility in daily life for the elderly, and it is also the most accessible environment.
    This study reviews the location accessibility of the existing neighborhood parks in Daan District based on the needs of senior citizens. Through literature review, we can understand the standards of neighboring parks in various countries and the mobility of senior citizens, set the standard of the neighborhood park and the distance suitable for the elderly to move, finally, use network analysis and accessibility analysis to calculate the service range and accessibility of the neighborhood park, and use the geographic information system to overlay the analysis results, re-examine whether the neighborhood parks in Da'an district meet the moving distance of the elderly, and recommend the government to conduct a comprehensive review in the future.
