摘要:	本文使用論述分析研究途徑，嘗試找出「解決治理危機的新論述」，結果發現到，統治者們往往因為他們的「濫用私心私天下統治心態的政治人格」產生治理問題及危機，而我國古代各家學說如儒家，法國大革命，及國父等表達出來的博愛思想，則得以「博愛及公天下思想的新政治人格」，實用的矯正現代民主政治的治理危機，並得以應用「直接民權」以實施民主四權，有效避免濫用私心及私天下統治者扭曲心態，解決「生產弱化和分配不均產生的危機」。 The research makes use of the method of the discourse analysis to dig out the governance crisis in modern democracies. It first and foremost finds out that the governance crisis is actually caused by the abuse of the selfish and the exclusive mentality of political leaders. It then concludes that the fraternity thoughts laid out by Chinese Confucianism, the French Revolution and claimed by Dr. Sun Yat-sen in modern China and the direct civil rights would effectively eliminate the selfish and the exclusive mentality of political leaders. It expects the practice of direct civil rights would deal with the crisis in modern democracies and establish an egalitarian society.
