Abstract:	隨著高齡化世界的來臨，我國面臨到人口老化及生育率下降之困境，且因社會家庭組織結構的改變，許多子女亦不再與高齡者住在一個屋簷下，許多高齡者均會遭遇到須獨自面對日常事務、身上照護及財產之維持與管理等越來越多困難問題時，國家機構勢必對其所需面對得困境給予適當的法律保障，是以關於老年人口之經濟安全、健康照護以及成年監護等問題即為當前重要課題。因此本文基於我國憲法第155條：「國家為謀社會福利，應實施社會保險制度。人民之老弱殘廢，無力生活，及受非常災害者，國家應予以適當之扶助與救濟。」、老人福利法第１條：「為維護老人尊嚴與健康，延緩老人失能，安定老人生活，保障老人權益，增進老人福利，特制定本法。」等法律條文規範下，一一對我國目前就老人財產管理與安全所推出之法條與施行政策，提出相關之探討與看法。 With the advent of the aging world, Taiwan is facing the predicament of population aging and declining fertility. Due to changes in the structure of social family organizations, many children are no longer living under the roof of an elderly person. Many elderly people will encounter it. When faced with more and more difficult problems such as daily affairs, physical care and the maintenance and management of property, the state institutions are bound to give appropriate legal protection to the difficulties they face, and it is about the economic security of the elderly population. Issues such as health care and adult care are current issues. Therefore, this article is based on Article 155 of the Constitution of the People's Republic of China: "The State, in order to promote social welfare, shall establish a social insurance system. To the aged and the infirm who are unable to earn a living, and to victims of unusual calamities, the State shall give appropriate assistance and relief.", and Article 1 of the Senior Citizens Welfare Act: " The Act is formulated to assert the dignity and health, postpone and alleviate the disable condition of elders, to maintain the standard of living, to protect the rights and to facilitate the welfares of elders." Management and security introduced the law and implementation policies, and put forward relevant discussions and views.
