於人口高齡化及少子化雙重夾擊下,長照資源之建置,為我國政府近年重要目標,對於長照服務之探討,總是聚焦於年長者或失能者之需求,卻長期忽略於第一線提供照顧服務的照顧服務員,蓋長期照顧人力是長照資源建置不可或缺的環節,若缺乏第一線的照顧服務員,再好的長期照顧政策皆無法有效推行。
我國照顧服務員目前人力缺乏,人力招募為我國長期照顧服務建置面臨之最大阻礙,多數研究顯示,照顧服務員不願投入照顧服務行業,無非係認為相關勞動及社會權益保障不足,是本文欲從勞動、經濟、健康及就業四面向,從照顧服務員勞動現況中發現保障問題意識,再從法理基礎探討國家為何要提供照顧服務員相關保障,並檢視我國目前就照顧服務員相關保障有何法政策期待能藉由照顧服務員人力發展演變及勞動社會權益保障之探討,使民眾對照顧服務員能多點瞭解,並博得社會大眾對於第一線默默付出之照顧服務員更多之關注與尊重。
Taiwan is now facing a rapidly shrinking and aging population. To deal with these situation, construction of long-term care resources has been an important policy of the Taiwan government in recent years.
The discussion of long-term care services always focused on the needs of the elderly or the disabled instead the long-tern careworker who provide care services on the front line. However, long-tern careworker is an indispensable link in the establishment of long-term care resources. Without them, no matter how good a long-term care policy is, it cannot be implemented effectively.
Manpower recruitment is the biggest obstacle facing the establishment of long-term care services in our country. Most studies show that care workers are unwilling to enter the care service industry because they believe that related labor and social rights protection are insufficient. This thesis intends to start from the four aspects of labor, economy, health and employment. First, find out the awareness of security issues from the current situation of care attendants. Second, discuss from the legal basis why the country should provide related protection for long-tern careworker. Third, examine the current protections for care attendants in Taiwan in order to develop and evolution of long-tern careworker and the protection of labor and social rights and interests. Finally, the public can learn more about long-tern careworker and win more attention and respect from the public for long-tern careworker who have paid silently on the front line.
