    摘要: 內政部建築研究所延續108年已完成智慧建築效益評估面向及評估架構、共通性效益等研究成果。考量不同用途類型建築,其智慧化服務需求不同,智慧效益項目及評估方式均有極大差異。本研究以標章申請案件較多的辦公類建築為範圍,透過國內外資料收集、案例調查,據以研訂辦公類智慧建築量化效益評估項目及方式,俾利智慧建築之效益評估,藉以協助智慧建築朝向效益的方向設計、營運,並使效益評估成為智慧建築政策推動的助力。 研究內容說明如下: 1. 蒐集國外辦公類建築量化效益評估資料及案例:蒐集國內外辦公類智慧建築效益評估案例,作為提出辦公類智慧建築效益量化評估項目之參考。藉以提供辦公類智慧建築之規劃設計、使用管理,效益評估、預測之參考。特別是關鍵效益項目將引導規劃設計者思考,以導入最適的智慧化手法,以提升關鍵效益,同時亦協助使用管理者檢核建築之營運成效。 2. 研擬辦公類智慧建築量化效益評估項目:依據內政部建築研究所108年已完成智慧建築效益評估面向及評估架構,提出辦公類智慧建築效益量化評估項目,逐次將智慧建築標章推動從導入系統、設施設備的角度,轉而依據建築使用需求展現不同得效益面向,呈現智慧建築全生命週期的價值。 3. 擬定辦公類智慧建築量化效益評估方法草案:規劃舉辦專家座談會2場,並依據前揭提出之辦公類智慧建築效益評估項目,發展量化效益預估方法草案,一方面作為規劃階段之引導,二方面也協助使用管理階段檢核智慧建築營運成效。另辦公類智慧建築量化效益評估方法草案,應具備資料收集容易、客觀、可量化,並能凸顯建築使用特徵等條件,未來將可藉由量化效益評估進行與同一建築前、後期比較,及不同建築間之比較的方式,作為改善智慧建築營運策略之參考,引導智慧建築朝向高效益的方向精進。 4. 模擬試算智慧建築使用維運成效:依據所提出之「辦公類智慧建築量化效益評估方法草案」,進行案例模擬試算營運後可達成效益與預估效益比較,檢核評估方法的可執行性,並藉以推估智慧建築使用維運成效。
    Architecture and Building Research Institute Ministry of the Interior has continued the research results of intelligent building benefits assessment in 2019, including evaluation framework, common benefits, etc. Considering the different types of buildings, the smart service needs are different, and the smart benefit projects and evaluation methods are very different. This study covers the office buildings with many cases of label applications. Through domestic and international data collection and case investigations, this study is used to develop quantitative evaluation projects and methods for smart office buildings to facilitate the evaluation of the benefits of smart buildings to assist Intelligent buildings which can be designed and operated in the direction of benefits, and benefit evaluation is the driving force behind smart building policies. The implementation of the expected objectives of the study are as followings: 1. Collect foreign quantitative evaluation data and cases of office buildings: Collect domestic and foreign intelligent office buildings benefit evaluation cases as reference for putting forward intelligent office buildings benefit quantitative evaluation projects. It can be provided as reference for planning, design, management, benefit evaluation and forecast of intelligent office buildings. In particular, key benefit projects will guide planners to think how to introduce the most appropriate smart approach to enhance key benefits, while also assisting managers in checking building operation effectiveness. 2. Develop a quantitative evaluation project for intelligent office buildings: Based on the evaluation and evaluation framework for the effectiveness of intelligent buildings in Architecture and Building Research Institute of Ministry of the Interior in 2019, propose a quantitative evaluation project for the effectiveness of intelligent office buildings, and gradually promote the introduction of intelligent building labels from the aspect of system, facilities and equipment to users’ needs to perform the benefits and showing the value of the entire life cycle of intelligent buildings. 3. Draw up a draft method for evaluating the quantitative benefits of Intelligent office buildings: plan to hold 2 expert symposiums and develop a draft method for estimating quantitative benefits based on the intelligent office building benefit evaluation project proposed by the previous disclosure. On the one hand, it will serve as a guide during the planning stage. The second aspect also assists the use of the management stage to check the effectiveness of smart building operations. The draft method for evaluating the quantitative benefits of intelligent buildings in the office category should be easy, objective, and quantifiable in terms of data collection, and can highlight the characteristics of the building. In the future, quantitative evaluations will be used to compare with the same building before and after, and different. The method of comparison between buildings serves as a reference for improving the operation strategy of intelligent buildings, and guides intelligent buildings to advance in a highly efficient direction. Simulation and calculation of the effectiveness of intelligent building maintenance: Based on the "Draft Method for Quantitative Benefit Evaluation of Intelligent Office Buildings", a case after simulation can be used to compare the benefits with the estimated benefits, and check the applicability of the evaluation methods. , And use it to estimate the effectiveness of smart building operation.
