    Title: 賭博失調患者的博彩動機與負責任博彩政策- 關於澳門娛樂場前線員工的案例研究

    Abstract: 為使澳門博彩行業能健康有序地發展及解決澳門市民患上賭博失調的問題, 2008年澳門特別行政區政府引入「負責任博彩」施政理念,透過教育與宣傳向澳門市民解釋沉迷賭博的禍害,呼籲理性娛樂,並聯同澳門民間社福機構為患有博彩成癮的人士提供支援各協助。
      適逢2018年是「負責任博彩」政策推行十周年,澳門特區政府以2011年至2017年在社會工作局所登記的賭博失調人士多為娛樂場前線員工作為理據向立法會提出修訂第10/2012號法律《規範進入娛樂場和在場內工作及博彩的條件》,以防止娛樂場前線員工的博彩成癮問題有進一步惡化的趨勢。
      為了解賭博失調患者的博彩動機與負責任博彩政策的成效,本文與4位娛樂場前線(前)員工進行訪談,歸納並分析出7項內部與3項外部的博彩動機因素,同時,研究發現受訪者即使他們工餘時間禁止進入娛樂場仍不會影響他們繼續進行博彩。為此,應該考慮將「互相博彩」博彩項目納入禁止範圍。
    In order to conducting a healthy and organized development of Macau gaming industry and solving the issues of gambling disorders in Macau, Macau SAR Government introduced the "Responsible Gaming" policy in 2008. The policy illustrated the scourges of gambling to Macau residents through education and publicity, and calling for rational entertainment, and support gambling disorders with NPO in Macau.
      On the occasion of the 10th anniversary of the implementation of the "Responsible Gaming" policy since 2008, aiming to the prevention for further deterioration of the gaming addiction problem of frontline employees in the casino, the Macao SAR Government has proposed to the Legislative Assembly of Macau SAR to amend the Law No. 10/2012, since the registration by Social Welfare Bureau of Macau SAR government showing a high percentage of Macau gambling disorders working in casino from 2011 to 2017 in “Central Registry System of Individuals with Gambling Disorder”.
    This research will study the motivation of gambling disorders and the effectiveness of responsible gambling policies and interview four frontline (Ex) employees of the casino to summarize and analyze the motivating motives of seven internal and three external factors respectively. At the same time, the study found that respondents even if the gambling disorders prohibited from entering the casino during their working hours will not affect their continued gambling. To this end, consideration should be given to including the "betting gaming" project in the prohibition.
