摘要: | 我國全民國防教育法自2006年2月施行迄今已十四年餘,在政策執行邁入第2個10年之際,本研究由全民國防教育之理論、法制與運作面向切入,由宏觀至微觀層面進行觀察、思考及探究。
本文採整合型政策執行研究途徑,分由二大面向解構全民國防教育政策:一、政策及制度面向蒐整國家安全與全民國防、全民國防教育政策等文獻;二、運作面向檢視學校教育、政府機關(構)在職教育、社會教育、國防文物保護、宣導及教育,其運作規範、執行情形及運作檢討,據以初構「全民國防教育發展指標」。
接續運用深度訪談法分析、歸納各級主管機關主管及執行人員的反饋意見,並驗證前述運作面向,聚焦於目的教育化、時間經常化及方式多元化的三化取向發展基礎,建構「全民國防教育發展指標」。再者,針對「學校教育」及「政府機關(構)在職教育」的教育體系為範圍,探究其困境與變革,對照環境變遷及制度轉型研謀發展之道。
最後,分由學習理論中行為學派及認知學派,論證研究所建構之「全民國防教育發展指標」及全民國防教育體系發展的相關建議,可作為引領政策規劃執行機關及執行人員能力提升,有效地傳遞全民國防知識及防衛國家意識,達成個人、機關及教育發展的目標。
Since February 2006, Taiwan All-out Defense Education Law has been implement for fourteen years. In the beginning of the second 10 years of realizing the law, my dissertation is based on three aspects: the theory, legal system and operation in order to observe, consider and explore the whole development of Taiwan All-out defense education thoroughly.
The dissertation adopts integrated research approach to analyze relevant literary references. Here, I use two aspects to deconstruct all-out defense education: policies and systems, and operations. The first part is to integrate national security, all-out education, and All-out educational policy. The second part is to examine school education, government institutions on-the-job education, social education, defense and cultural relics protection, propaganda and education, operational norms, implementation and operational review according to the initial construction of “All-out defense education development indicators of the competent authorities.”
Then, I will use to use in-depth interviews to analyze and induce reflections including supervisors of competent authorities and executives, to verify the previous operational orientations. To focus on the purpose education, time regularization and diversified approaches, it can build a three-oriented orientation of “All-out defense education development indicators .” Moreover, I will assume “school education” and “government institutions on-the-job education” as my field research is to explore its dilemmas and reformation. Compare with the current environmental transitions, I will research how to develop systematic transformation.
Finally, I will adopt the learning theories of behaviorism and cognitive paradigm to verify “All-out defense education development indicators of the competent authorities” and the relevant suggestions of educational systematic developments. My research can be used to guide policy-making competent authorities and executives to improve their abilities, to transfer All-out Defense knowledge and awareness to defense our country effectively. Therefore, my dissertation will achieve to goals of person, authorities and educational developmemt. |
