    Abstract: From the 1980s, China had built its national strategy based on the advance policy of opening Special Economic Zones (SEZs). China nowadays has become one of the most powerful countries which have a great influence on the world economy. Recently, small and medium-sized enterprises (SMEs) receive big attention due to their important role in the pushing-up private economic sector and contributing to the development of local areas. This research aims to study the competitiveness of SMEs in China Special Economic Zones and its relations to the economic and socio-benefiting processes of local provinces in China. By using the meta Malmquist model, this study explores the operating efficiency and competitiveness of SMEs in 31 Chinese provinces. In the next step, this study measures the economic and socio-benefiting processes of the local areas. Later, the regressions are exploited to examine the hypotheses proving relations among the emerge of SEZs and operating performances of SMEs, and provincial economic and socio-benefiting processes. The operating efficiencies of SMEs are presented through their Efficiency Change (EC), Technological Change (TC), Technical Gap Change (TGC), and Meta Malmquist Productivity Index (MMPI). The regression results confirm the significant relationships of the emerge of SEZ and the economic and socio-benefiting of China local provinces with EC, TC, MMPI, while TGC is not significant. Also, the emerging of SEZs is proven to increase the environmental issue while not significantly related to the meta economic efficiency (MEE) and meta socio-benefiting efficiency (MSE) of the locals. The findings are expected to contribute to the knowledge of the impacts of SEZs on the performances. Based on findings, the discussions are raised which help government and SMEs manager adjust their strategies to achieve better performances.
