摘要: | 經營績效是企業組織管理課題之一,而企業管理策略如何運用在非營利事業機構上?政府非營利事業機構當中,警察派出所具有第一線、最接近民眾的特性,因此其能否有效完成工作目標,攸關民眾對政府之觀感。現行警察績效評估只重刑案績效,尚缺乏轄區特性考量,致評核有失客觀,且警力及警政資源分配方式單依警民比及警力編制表實施,缺乏科學依據,無法發揮最大效率;資料包絡分析法自1978 年提出後已發展出完整的理論基礎,此線性規劃方法可同時考慮多項投入及產出來衡量被評估單位,且不須事先決定投入項及產出項之權重,為相當客觀之分析方法,使績效評核結果更具全面性、公平性,分析出各派出所在資源分配及工作執行上之問題,可提供警政主管對警察派出所績效評估之新思維。
本研究以西元2019 年整年度為期,以基隆市警察局共23 個派出所為研究對象,選取警力配置數、官等警正數、汽機車平均油耗、監視器數量、平均巡邏時數等五項投入變數,與為民服務(報案件數)、治安指標、線上查獲等三項產出變數,以資料包絡分析法評估基隆市警察局各所相對效率,提供相對無效率之派出所調整警力、勤業務等警政資源之方向,以提升經營績效。
Operational performance is one of the most important topics for business enterprise, yet this management strategy may not fitted non-profit organizations. Among the governmental non-profit organization, the local police station served at the frontline of confront the general public, and therefore whether a police station could achieve its mission objectives efficiently is having strong influence of the citizen’s impression on the government. In Taiwan the police department are focus on criminal investigation performance but without considering the characteristic of each jurisdiction, resulting
unfairness of the existing performance evaluation towards police station. Also current distribution of police manpower and resources allocation are based on the proportion of the resident and police officer. Without scientific basis supporting it has been cited the police agency are loss of efficiency in modern rapid society. The Data Envelopment Analysis (DEA) was first proposed in 1978, ever since then it has been developing a comprehensive theoretical basis. As a liner programming method, DEA can measure the evaluated unit by processing muti-inputs and muti-outputs simultaneously. Furthermore DEA does not require pre-determined weights of the factor, makes it a relatively objective
and equitable analytical tool. In other words DEA is a more suitable tool for non-profit organization since their performance could not be measured based on cost and revenue.
This study has taken into 23 local police stations of Keelung City Police Bureau as the research object, evaluating the overall performance of year 2019 by conducting DEA analysis with five inputs and three outputs. The variables of inputs are the number of policeman allocated, the number of senior policeman with qualification of promotional examination, the average gasoline consumption of patrolling vehicles, the quantity of surveillance monitor, and the average hours of daily patrol. The variables of outputs being the number of case reporting to the security authorities including 110 and 1999, the
number of criminal cases, and the number of crime arrest on the spot. By analyzing the difference of variables and specify the aspect and numbers of adjustment should be made for those relatively inefficiency police stations, we hope this study would make contribution to performance evaluation for local police station and providing guideline for the policing officers. |
