自2008年旺旺集團收購媒體開始，我國大眾終於開始關注媒體所有權集中化這個議題，而我國現行的媒體法規對此部分之規定相當簡陋，為回應民眾之期待，國家通訊傳播委員會在2013年推出了廣播電視壟斷防制與多元維護法草案。
本文將先確認媒體所有權管制之基礎的演變和理論基礎為何，再檢視國外相關規範的演變和現行規範內容，再檢視我國所提出的草案內容，評析其規範內容，最後提出想法與建議。
Since Want Want group acquired media in 2008,public finally began to pay attention to the issue of media ownership centralization. However, our current media laws and regulations on this part are quite simple. In response to the public's expectations, the National Communications Commission launched the draft law on the prevention and maintenance of radio and television monopoly in 2013.
This paper will first confirm the evolution and theoretical basis of media ownership regulation, then examine the evolution and current content of relevant norms in foreign countries, then examine the content of the draft proposed by our country, evaluate and analyze the content of its norms, and finally put forward ideas and suggestions.
