電子化政府的發展促進民眾對政府工作的正面評價,加強其對政府的信任感,也可改善民眾對公務人員的負面印象。而公文電子交換系統是電子化政府的重大成果之一,為政府資訊傳遞的核心系統,或可利用其對公務人員、學務人員及人民組織團體間的普及性做為開放文件格式(Open Document Format, ODF)的推廣平台。
本研究採用結合計畫行為理論與科技接受模型(C-TAM-TPB)配合創新擴散理論建立研究架構模型。以問卷調查法討探開放文件格式藉由「公文電子交換系統」推廣的使用者接受情況。研究結果發現使用者普遍認識並用過「ODF」,而使用者的「使用態度」正向影響「行為意圖」,但「主觀規範」在目前各組織未完全強制要求的情況下,無法正向影響使用者接受「ODF」。藉由本研究討探之使用者接受度情況及影響因素,可提供政策擬定及後續研究者之相關建議。
The development of e-government promotes people’s positive evaluation of the government’s work, strengthens their trust in the government, and also improves the public’s negative impression of public officials. The Electronic Official Document Exchange System is one of the major achievements of the e-government. It is the core system of government information transmission, and it can use its popularity for public officials, academics, and people's organizations as the Open Document Format (ODF) promotion platform.
In this study, Combined-TAM-TPB (C-TAM-TPB) is used in conjunction with Innovation Diffusion Theory to establish a research framework model. The question-naire survey was used to explore the acceptance of ODF promotion through the Elec-tronic Official Document Exchange System. The results of the study found that users generally recognize and have used ODF, and the user's "attitude" positively affects "behavior intention". At present, when various organizations have not fully compulsory requirements, "subjective norms" cannot positively affect users' acceptance of ODF. The user acceptance situation and influencing factors discussed in this study can pro-vide policy formulation and relevant suggestions for subsequent researchers.
