    Abstract: 公務員的薪酬對政府政策的推行、施政方針的落實,以及公務員自身的認同感及工作積極性均起着重要作用。在澳門,現時仍還未建立完善的公務員薪酬調整機制,而“公務人員薪酬評議會”運作至今,雖然初步制定了公務員薪酬調整的原則及參考的依據,但就“完善公務人員薪酬的結構及調整機制提出建議”此項重要職權仍還未能有效的落實,而“評議會”成員組成及調整薪酬計算方式的透明度亦未盡完善,導致每次調整薪酬均引起社會爭議及激發私營企業與政府間的矛盾。為此,本論文研究之目的主要有以下三項:

    一、探討澳門公務人員薪酬調整的現況;
    二、探索澳門公務人員薪酬調整的問題;
    三、探究澳門公務人員薪酬調整的建議及未來的發展方向。

    本論文主要以文獻探討法,蒐集薪酬理論與各地公務員薪酬有關的研究,並參考香港與新加坡的調薪後作系統性分析;其後,透過質性研究之深度訪談法蒐集及歸納訪談人士的意見及結合本澳現時的實際情況,提出對本澳公務人員調薪的改革及未來發展方向的建議,包括建立科學化的調整薪酬計算方式;每年定期檢討公務員薪酬;審慎考慮建立“可加可減”的調整薪酬機制;訂定公務人員薪酬戰略定位;調整薪酬與基本工資掛鈎未具落實條件;完善分級調整薪酬制度;平衡“評議會”的組成爭議及強化其職權等。
    The remuneration of civil servants has important influence on the policy formulation, policy address, self-esteem of civil servants and the enthusiasm towards their works. In Macau, the remuneration adjustment system of the civil servants is not completely established yet. Since the establishment of the Committee of the Evaluation of Remuneration of Civil Servants (hereinafter "the Committee"), it has formulated a preliminary guidelines and reference for adjusting the remuneration of civil servants, however its aim to improve the structure of the remuneration of civil servants and offer suggestions to the remuneration adjustment system is not yet achieved. In addition, the composition of the Committee and the mechanism of remuneration adjustment are lacking transparency too, which initiates controversies for every remuneration adjustment of the civil servants as well as stimulates the conflict between private enterprises and the government. In this case, this thesis will be investigating mainly the below three problems:

    1.Investigating the current status of the remuneration adjustment of civil servants in Macau;
    2.Investigating the problem of the remuneration adjustment of civil servants in Macau;
    3.Investigating the suggestions to the improvement and future development of the current status of the remuneration adjustment of civil servants in Macau.

    This thesis is mainly based on literature review and data research. By researching the theories of remuneration and researches related to the remuneration of civil servants, analyzing the remuneration system of Hong Kong and Singapore, referring to the comments from the survey sample and by considering the current situation of Macau, suggestions to the improvement and future development of the remuneration adjustment system of civil servants in Macau are proposed, including formulating the adjustment method of the remuneration scientifically, having regular review on the remuneration of civil servants annually, considering a mechanism for positive/negative adjustment of remuneration, investigating the strategic position of remuneration of civil servants, investigating the condition to connect the remuneration adjustment of civil servants with basic salary, improving the classification of remuneration adjustment, solving the controversy of the composition and clarifying the functions of the Committee.
