Abstract:	澳門特別行政區政府因應博彩業的急速發展而數次修法，透過法律來保護本地居民免受賭博的危害。2017年政府以社會工作局由2011年至2017年所登記的賭博失調人士多為博彩從業員作為理據，向立法會提出修訂第10/2012號法律《規範進入娛樂場和在場內工作及博彩的條件》，以避免博彩從業員因長時間面對博彩遊戲而萌生賭博念頭，繼而成為問題賭徒。為了分析第10/2012號法律對博彩從業員限制的效果性，研究者與6位本地居民和立法會議員區錦新先生進行訪談，歸納並分析出5項公共政策上的可行性，同時研究發現受訪者表示現有法律存在巨大漏洞，甚至不影響他們進出娛樂場。為此，本文將探討擴大限制範圍的可行性和建議政府將限制執行方式納入法律。 The Macau S.A.R. due to the rapid development of the gaming industry has made several amendments to law, through these amendments local residents are better protect from the influence of gambling. Since 2011 to 2017individual with gambling disorder are most mostly from the gaming industry. Based on the fact the macau government proposed amendment to Lei n.º 17/2018 - Alteração à Lei n.º 10/2012 – Condicionamento da entrada, do trabalho e do jogo nos casinos. So as to avoid gaming staff due to constant exposure and become a problem gambler. In order to analyses effect on the Lei n.º 17/2018 - Alteração à Lei n.º 10/2012 – Condicionamento da entrada, do trabalho e do jogo nos casinos to gaming staff. Researcher has interviewed 6 local resident, legislative council member Mr. Au, Kam San and has complies 5 administration and policies that are feasible. And at the same time the researcher has also noticed the interviewee expressed that a great loop hole existed with the current law. And it does not affect them from entering casino. Therefore this study will explore the possibility of stricter restrictions and also to propose to the government stronger law should be implemented.
