摘要:	營造產業向來有「火車頭工業」之稱，其中營造產業中的上游產業–砂石業是營建工程中不可或缺的基礎材料，其重要性對整體營造產業不言而喻。但砂石業當前面臨諸多問題，例如社會認同感低落、原料供應不穩定、廠商資格正當性等。其中社會認同感低落的問題，往往受砂石業與黑道掛勾、高環境污染產業、砂石車肇事等負面印象所致。本研究主張台灣砂石業者可透過編撰企業社會責任 (Corporate Social Responsibility，CSR) 報告書的方式來改善社會對砂石產業社會觀感不佳的問題，同時透過公開揭露資訊的方式來回應企業對於環保法規的要求，消除民眾認為砂石業是高污染產業的疑慮，進而提升企業與產業形象。本研究以作者長期深耕營造產業的專業知識，為國內砂石產業所面臨的經營困境提出精譬的論述，並透過田野調查的方式訪談國內砂石業者在推動CSR時的意願與執行的困難之處，最終提出具體的CSR施行策略供業界先進參考。期許本研究可激起更多的研究能量投入提升台灣砂石產業競爭力的行動。 Construction industry has always been known as a “long-standing leading industry”, among which the upstream industry, the sand stone industry is regarded as an essential material whose importance is evident for construction engineering and the whole construction industry. However, the sand stone industry is currently confronted by many problems including lower social identity, unstable supply of raw materials, and legitimacy of supplier qualification. Among, the issue of low social identity is generated by the negative impression on the involvement of gangsters, severe environmental pollution, and accidents caused by dump trucks. This study believes that it is possible for persons engaged in sand stone industry in Taiwan to improve negative impressions from society through compiling corporate social responsibility report and make responses to regulations governing environmental protection by means of public disclosure of information to dispel the public’s doubts about sand stone industry’s being a polluting industry and thereby enhance corporate and industrial image. Based on expertise gained from long-term cultivation in construction industry, the author makes brilliant expositions aiming at the operation tensions faced by domestic sand stone industry. Interviews with sand stone dealers on their aspiration for promoting CSR and difficulties experienced in implementation are also conducted through field research to lastly provide specific implementation strategies for industry’s first reference. It is expected that this study can stimulate the investment of more research energy and increase actions to boost the competitiveness of Taiwan’s sand stone industry.
