Abstract:	自1940年開始，美國在援華政策態度上逐漸趨向積極，透過「借款」、「救濟物資」、「讓售」及「贈與」等方式，對南京國民政府進行各種形式的援助。戰後，如何處理散落世界各地的軍方剩餘物資成為美國政府一度相當頭疼的問題，因為人員歸建或退伍，在管理上出現人力不足的情形。1946年8月30日，中、美雙方簽訂《中美關於讓售戰時剩餘物資協定》，既可消化大批剩餘物資也解決了人員調配支絀的管理問題。對美方而言，可以利用這些剩餘物資抵償在中國的軍費，對國民政府而言，也可以透過轉賣剩餘物資爭取外匯、或轉入民生市場稍緩財政困境，甚或將物資投入內戰之中。國民政府在處理這些剩餘物資的過程中，因為戰爭導致困難重重，原本充盈國庫改善財政的目標無法達成外，也造成內部機關之間的齟齬。 After the World War II, the United State government got into trouble on handling of the surplus war property. Therefore, the China and the United States signed the ＂Agreetment between China and the United States for the sale of certain surplus war property＂ in 1946. This is focus on the agreement content and about the problems of the government of China carried out above agreement.
