    摘要: 自從英語科目正式規化入小學課程後,有關英語文教師資格檢定辦法及美語師資 證照制度的主張,即廣受矚目。近年來,學者提議,未來小學英語文教師應通過考試,經資 格檢定認證程序,取得國小英語教學資格後,始得執教。其所持理由為:師資證照制度肯定 及提升教師教學能力,可確保教學品質,俾使大眾權益獲得保障。本文訊以六○年代以來至 八十年代盛行於美國社會的自由主義思想精神,駁斥教師證照制度主張。
    Ever since the English subject was integrated into primary education in Taiwan, advocacy of English language teacher (ELT) licensure has received prevailing attention. Pro-licensure advocates assert that our future English teachers should pass certifying exams before teaching in school. It is claimed that English teacher licensure assures the public of the English teacher's competence and teaching quality. This paper intends to refute English teacher licensure from the viewpoint of libertarianism, a prevalent movement since the 1960s in American society.
