    摘要: 居住問題一直是國人所關切的議題,在都市地區房屋租金普遍較高的環境下,對於多數社會或經濟弱勢家庭而言,較無法找到一個適宜居住的環境,因此保障弱勢族群居住權益的住宅政策便勢在必行,其中推動「社會住宅」更是政策焦點項目之一。然而推動社會住宅曠日廢時且成本龐大,並非所有弱勢族群都有機會或選擇入住社會住宅,且各自所面臨的居住問題皆不相同,因此有必要對社會住宅需求者進行深入調查。本研究之目的在透過問卷調查及深度訪談方式,從量化數據及質性分析上,探究社會住宅需求者的需求特性,以及提出相關政策推動策略,供縣市政府未來擬定社會住宅興建計畫之參考。
    根據本研究問卷分析結果顯示,桃園市社會住宅需求者特徵主要以弱勢家戶之低收入戶(31.06%)及身心障礙(20.84%)之比例居多,且弱勢戶對於社會福利設施的需求則高於一般戶;對社會住宅需求方面,在區位選擇上整體傾向於原居住地區,對社會住宅可負擔租金上,不論是一般戶、經濟或社會弱勢戶,最高可支付社會住宅租金均以「5千元~未滿8千元」的比例較高(達53%)。根據深度訪談結果顯示,在社會住宅政策觀點上認為,社會住宅與其它住宅補貼之間有著互補關係,而社會住宅除了給予良好的居住空間外,更提供生活上的協助;在未來推動政策建議上,建議可跳脫社福框架,嘗試與企業或大專院校合作,降低社會住宅負面標籤化影響,透過不同產業身分的混居、學生進駐後提供的社區協助、社區營造工作可逐步改變社會氛圍,也幫助社會住宅得以廣納資源,提供弱勢族群更友善的居住環境。
    Housing is an issue that has concerned Taiwanese people. Because residential rent in urban areas is generally high, most socioeconomic disadvantaged families cannot find an affordable and livable environment. Therefore, a housing policy to protect the rights and interests of disadvantaged groups is imperative. Particularly, the promotion of social housing is the focal point of policy-making. Because the promotion of social housing is time-consuming and considerably costly, not all disadvantaged people have the chance or choice to live in social housing. Furthermore, each of these people faces different housing problems. Therefore, the needs of people who potentially require social housing must be understood profoundly. This study aimed to explore the demand characteristics of people who potentially need social housing by performing a questionnaire survey and in-depth interviews, after which quantitative and qualitative analyses were conducted. According to the findings, this study proposed suggestions for policy-making, which may serve as references for local governments to develop a social housing construction project in the future.
    According to the questionnaire survey results, most people who potentially require social housing were disadvantaged people such as low-income households (31.06%) and people with disabilities (20.84%). Disadvantaged people have a higher demand for social welfare than average people do. Regarding social housing location, people tended to choose areas of their current residence. Regarding affordable rent for social housing, the highest amount most people, including both average and socioeconomic disadvantaged households, (up to 53%) can afford was between NTD5000 and less than NTD8000.Interpretation of in-depth interview results from the perspective of social housing policy revealed that social housing and other housing subsidies are complementary to each other. Social housing policy can provide a satisfactory living space and help people with their daily life. In the future, the promotion of social housing policy can go beyond the framework of social welfare by cooperating with enterprises or universities to reduce negative labeling of social housing. Social housing where people with various industrial identities live together and student residents provide community assistance and community development constitutes gradual change in social atmosphere, thus helping social housing incorporate abundant resources and provide disadvantaged groups with a friendly living environment.
