    Abstract: 都市安全是臺灣當前備受重視的議題,在時空環境及人口變遷的需求下,都市不斷改變樣貌,規畫也需要與時俱進。本研究主要以社子島為例,探討土地利用與都市安全的關係,運用文獻回顧法、敘述統計之實證分析,歸納出社子島土地使用現況、人口結構,因社子島為淡水河沖積而成,多面環河、地質特殊,且全區距離山腳斷層五公里以內,安全性將是都市重要議題。本研究透過藉由問卷調查的方式,以交通系統、公共設施、人口結構、防災政策為方向,檢討民眾對社子島都市安全之認知,發現142份有效問卷中,受訪者認為公有地釋出對都市安全之影響較不同意,交通及街道系統規畫、開發強度管制、調整土地使用分區較為同意;政策規畫方面,受訪者對於考慮人類未來行為之政策方向較不同意,建立維生系統、擬定地區防救災計畫、風險分擔管理較為同意。
    Urban safety has been an issue of much concern in Taiwan. Under the demands of changing population and a changing spatiotemporal environment, the character of a city constantly changes, and planning needs to keep pace with the times. This study, with the Shezidao Community in Taipei, Taiwan, as an example, focused on the relationship between land use and urban safety, using literature review and empirical analysis of descriptive statistics to summarize the status of land use and population structure. Because Shezidao was formed on alluvia of the Danshui River, is surrounded by the river, is geologically unique, and because the whole region is within 5 km of a fault at the foot of a mountain, its safety will be an important urban issue. By means of a questionnaire survey consisting of 142 valid questionnaire returns, this study reviewed public awareness of safety in Shezidao in terms of transportation systems, public utilities, population structure, and disaster prevention policy. Respondents agreed less about the impact of public land release on urban safety, while they agreed more with the impact of traffic and street system planning, regulation of development intensity, and overall land use on urban safety. In terms of policy, respondents agreed less about the need to consider future human behavior, while they agreed more about establishing life-sustaining systems, developing regional disaster relief plans, and risk sharing management.
