老人受虐已是世界已發展國家進入老化社會後關注的重要議題。不同於國內外研究的老人受虐研究取向,本研究以建制民族誌為研究主要方法,聚焦於長期照顧的家庭重大暴力事件,從照顧悲劇事件的文本分析,與「照顧者」觀點來建構照顧角色轉變及其照顧負荷超載的歷程,期望藉此拼湊與呈現最貼近當時事件發生的狀態與脈絡。有鑑於照顧悲劇自2009年媒體報導至今牽動的文本中介論述、轉變以及組織化關係形塑其中行動者的日常實作,以及涉及結構變遷的議題,研究者規劃三年期的研究計畫,先從新聞資料庫與司法院資料庫雙重比析2009年至2018年間的照顧悲劇事件,分析相關文本,包括:案發經過、檢察官起訴原因與法官判決理由,新聞傳播媒體的標題與報導方向,以及長期照顧相關組織(包括政府相關部門、長照服務單位及家總等)的文本回應。第二年到獄中訪談照顧悲劇倖存照顧者,讓當事人的聲音可以被聽見與記錄。第三年,透過對不同建制體系文本的分析、當事人的訪談,以及納入相關組織的文本與訪談,一方面呈現文本與日常生活中的「現實性」之間的鴻溝,解析照顧悲劇頻繁發生的脈絡,另一方面納入家總與其服務對象現身與現聲的主體實踐真實經驗。具體言之,本研究期望透過對「照顧悲劇」此一事件縱軸(2009-2018年)與橫軸(多組織多層級多部會)的剖析,促使長期照顧服務與照顧者支持服務可立基於照顧者與被照顧者需求調整修正,協助在照顧關係中的雙方在耗竭之前願意讓正式服務及早介入,降低照顧悲劇的發生。
Elderly abuse has become one of the most significant issues in the aging society of the developed countries worldwide. Different from previous studies on the issue, in this project, we aim to use Institutional Ethnography approach to focus on significant family violence events in long-term care. By taking the view point of caregiver-suicide to do text analysis for the tragedies of various caregiver events, we would like to examine the evolving course of role changing of the caregiver and their burden and by which to recover the status and context critical to the events. In this project, we set up a three-year framework for research. In the first year, by taking advantage of the text mining technique, we plan to compare the text descriptions of the care tragedy events from databases of the news and the Judicial Yuan from 2009 to 2018. In the second year, based on the first year survey, we plan to interview to the survivors of the care tragedies in prison. In the third year, by doing text analysis to the (institutional) ethnography, interviewing the party and relevant institutions, we expect to find efficient ways for where and how to ask for help and communication for the high-burden caregivers, instead of caretaker killing or suicide. Based the results of this project. we expect we can , first, to truly depict the picture of the traditional care responsibility and, second, to suggest practical policy designs to conquer difficulties from the fast evolving aging society and long-term care service.
