    摘要: 透過資訊全球化的擴散和社群媒體的便利性與及時性,人們比以往更關注難民議題,也意識到難民問題不只是他國的事情,每個國家都有機會面對或多或少的難民議題,難民問題是當今最熱門的議題之一。然而面對難民的湧入,不同的國家有不同的反映,有些國家的態度是積極的接納並推動融合的政策,如德國;有些國家則是消極的圍堵,甚至設置許多條件限制並明確的表示不歡迎,如中、東歐國家。鑒於此,本文即在嘗試以全球治理作為當前難民問題來剖析治理的難題,以德國處理難民問題角色為案例,透過Rosenau全球治理的研究模式,即命令與管控、互賴與擴散、匯聚與創新、調適與演進等四個主要的課題,來分析難民問題治理的四個要素,指出難民政策並非不變的制度化規範系統,當前難民問題治理就面臨權力中心重新定位的問題,不只國家需要準備好因應難民問題,難民問題的治理需要公私部門與第三部門的協力合作。在研究方法上,本論文使用五種研究資料收集的工具,如透過文獻分析方法進行資料收集和分析外,為了取得更多的事件相互對照,還親自前往德國以立意抽樣方式,選取難民和尋求庇護者作為研究對象,去進行問卷訪查、深度訪談、田野調查。筆者於德國停留期間並實地訪問兩座杜賓根難民營及一座最初接收機構中心,並且還參與了小組討論。全文主要探索(1)難民問題治理的決策中心;(2)難民治理的需求與互助;(3)難民治理與全球社群之互動及整合;(4)難民問題與公共政策之調適。本研究期待能夠就當前難民問題的治理找到一個折衷的策略。
    Through the spread of information globalization and the convenience and timeliness of social media, people are more concerned about refugee issues than before. They also realize that refugee issues are not only for countries concerned, but also for the global governance. The issue of refugees is one of the hottest topics today. However, in the face of the influx of refugees, different countries have different policy adaptations. Some countries' attitudes are positively accepting and promoting the policy of integration, such as Germany; the other countries are negatively adopting containment, with setting many conditions expressing clearly “not welcome”, such as Central and Eastern European countries. Therefore, the purpose of this study is to try to analyze the current global strategies for the governance of refugees worldwide. The analytical model applied to this study is Rosenau’s conceptual mode dealing with global governance in the 21st century. Prof. Rosenau emphasizes four principal factors, namely, (1) command and control, (2) mutual dependence and diffusion, (3) convergence and innovation, and (4) adaptation and evolution. Thus far there is no permanent structure in the refugee policy. The current governance of refugee faces the problem of the relocation of authority. Not only do countries need to be prepared to respond to refugee problems, but this includes the cooperation between the public and private sectors, as well as the third sector. The research methods of this paper are used in the five tools, such as data collection and analysis through literature analysis. In order to obtain more events, I also went to Germany for conduct research in person. The purposive sampling method was based on the recommendation of Pastor Jim Kautt of the German International Christian Church to pick up selected refugees or asylum seekers as subjects for questionnaire interviews, in-depth interviews, and field surveys. During in Germany, I visited the two Tübingen refugee camps and an initial receiving institution center and participated in the panel discussion. The full text mainly explores (1) decision-making centers for the governance of refugees; (2) the needs and mutual assistance of refugee governance; (3) the interaction and integration of refugee governance with the global community; and (4) the adaptation of refugee issues and public policies. This study looks forward to finding a compromise strategy for the governance of current refugee problems.
