    摘要: 臺灣高等教育從 1985 年起教育部開放廣設大專院校,短短三 十年間從 25 間成長至 157 間,但在少子化衝擊之下學生人數急速 下降,產生嚴重供需失衡及僧多粥少之現況,故各大專院校之教育 品質該如何把關,成了教育部最嚴峻的課題。
    初期大學教育之評鑑階段由教育部辦理,並經過大學法之修 訂後,變為教育部委託專業學會及民間專業評鑑機構辦理,當中由 社團法人臺灣評鑑協會、財團法人高等教育評鑑中心基金會及社 團法人中華工程教育協會為主。
    2017 年臺灣教育評鑑產生重大變革,教育部認為臺灣各大學 之系所評鑑經過兩週期之評鑑後,已足夠證明其品質,且強制評鑑 恐影響各系所之特色發展,故宣布停辦強制性系所評鑑,由各大專 院校自辦及自主申請委由機構辦理;雖說此一變革並不算無理,但 各大學之教育評鑑結果,儼然成為家長及學生選校之關鍵因素之 一,各大學將面臨辦與不辦及如何辦理之窘境。
    本研究針對科技大學以分析文獻彙整臺灣評鑑之來由、目的 及歷史,將三個評鑑機構現行之各評鑑指標重新架構,透過採用修 正式德菲法篩選各評鑑機構之評鑑指標後,利用層級分析法找出 科技大學評鑑指標的關鍵因素之權重,以提供給科技大學在系所 評鑑新時代後,擬定系所評鑑方針之參考。
    Since 1985, the Ministry of Education has opened up to establish a wide range of colleges and universities for private sector. In the past 30 years, the number of univer- sities has grown from 25 to 157. However, under the impact of the declining birthrate, the number of students has dropped sharply, resulting in stern imbalances between supply and demand. Therefore, how to control the quality of education in colleges and universi- ties has become the most important matter for the Ministry of Education.
    Previously the evaluation system of education was handled by the Ministry of Edu- cation, and after being revised under the University Law, it was entrusted to a pro-fes- sional Association or a nongovernmental professional evaluation institution by the Min- istry of Education. They are, Taiwan Assessment and Evaluation Association, Higher Ed- ucation Evaluation & Accreditation Council of Taiwan, and Institute of En-gineering Ed- ucation Taiwan (IEET).
    In 2017, the evaluation system of education in Taiwan has undergone a major change. The Ministry of Education believes that the evaluation of the departments of Taiwan uni- versities has been sufficient to prove its quality after two weeks of evalua-tion, and the mandatory evaluation has affected the development of the unique charac-teristics of each department. Therefore, the evaluation of the department was sus-pended, instead the col- leges and universities now are entitled to invite a nongovern-mental evaluation institution.

    to handle the Departmental evaluation. Although this change is not unreasonable, the re- sults of the evaluation have become the key to School Choice for parents and students. Universities would be facing the dilemma of whether to comply the Departmental evalu- ation.
    This study aims to examine the extent to which literature was to discuss the ori-gins, objectives and history of the evaluation at the university degree programs in sci-ence and technology. Re-architecting the current assessment indicators of the three as-sessment agencies by using modified Delphi method to screen the evaluation indica-tors of each assessment institution. In addition, using hierarchical cluster analysis to find the weight of the key factors of the evaluation index that appropriate for the uni-versity degree pro- grams in science and technology. The result provides the indications of evaluation which serves as a reference used for the Departmental evaluation.
