本研究為探討中國大陸崛起後國際話語權之運用與演變。中國大陸藉由推動改革開放,擴大「國家治理」取得的成果,進而承擔「全球治理」使命,在國際事務正逐漸擁有更大、更廣、更深的發言權,故探析中國大陸崛起後的國際話語權變化,為本研究的主要問題。
本研究首先以巨觀角度,檢視中國大陸各面向的崛起,其次,再以微觀角度,探查各面向國際話語權的變化,選擇3個重大個案(「亞投行」、「南海問題」,以及「一帶一路」倡議案)進行質量並重的內容分析。
本研究的研究途徑主要採取質化研究途徑,其研究方法包含文獻研究法,言說分析法,以及個案分析法進行探討。
本研究發現:一、中國大陸崛起過程中國際話語權的挑戰:(一)從缺乏設置議題引導話題與主流趨勢的話語能力,試圖構建自主話語體系;(二)在西方掌控的國際體系,尋求制定規則的話語權;(三)在文化交鋒中,面臨西方主導的普世價值,開展新的價值觀。 (四)在大國形象塑造上,重構國際互動話語模式。 二、中國大陸做為新興崛起國,在國際社會與守成國之互動,已由建立價值觀引導到國家行為,在國際經濟政治話語權、領土主權話語權、網路空間話語權等各方面,建置自身話語體系,翻轉西方主導的國際話語權。
This study intends to explore the role of a rising China and its impact on world order. To challenge the dominant Western narrative, China has been flexing its political and economic might in a bid to consolidate its voice in the international arena. What path will China choose to extend its sphere of influence beyond its borders? The study will address this issue using the framework of international discourse power.
The method of this research conducts qualitative research approach , including literature review method to exam the historical processes on China’s rising and its use of propaganda devices and international discourse power, case study method to discover some important cases on China’s rising and its use of propaganda devices and international discourse power.
The findings of this research supports the theory that China is using a framework of specific values to formulate its national and international policies. From international discourse pertaining to economic and political power to its approach towards asserting authority over territorial and digital space, China’s behavior is largely guided by a core group of values.
As China’s rapid rising during 2003 to 2017, it challenges a lot of Western viewpoints and discourse through the deployment of mass media and international communication channels. While China making efforts to become a more impact role in the world, it has been met with western countries in the serious way with new prospects and obstacles, and at last ,the international society will find out that China’s perspectives and narratives can not be ignored.
