    Title: 從澳門文化政策探討文化藝術團體發展的困境與策略研究

    Abstract: 本澳社團為文化藝術發展擔當著不可或缺的角色,但同時也面臨著不同挑戰。其中,社團與政府關係是最重要的外部關係之一。然而回歸後,長久以來觀察社團與政府的合作關係,構成了文化藝術社團對政府資源依賴的現象。希望藉由本論文研究,能夠喚起政府對社團的協助,引起相關文化、藝術、教育單位及學術研究機構等單位的注意,同時令本澳文化藝術社團亦能通過自身努力解決問題,有更加積極的良性發展。
    由於本澳文化藝術社團的相關文獻稀薄且殘缺,將利用觀察與深度訪談等記錄方式彌補文獻參考之不足。並以各地區文化政策為研究範圍,從而試圖探討並研究文化藝術社團將來的可發展路向。分析出文化藝術社團的發展狀況,歸納潛在的問題,發現內部與外部均欠缺完整要素,且偏向由上而下執行關係,在缺乏足夠的誘因與協助之下社團數量亦不斷延伸,造成同業競爭的壓力、人力資源流失及活動經費不足等問題,使得項目無法順利進行,造成經營運作困難的情況。建議政府完善管理體制,正確處理政府和社團的關係,以及建立公私協力項目和完善的補助政策及多方面服務,而應該加強文化藝術社團的經營概念和企劃能力、積極與企業合作和同業結盟,除此之外在項目上需加強宣傳與創新,如此才是永續發展之道。
    The Macao community plays an indispensable role in the development of culture and art, but it also faces different challenges. Among them, the relationship between society and government is one of the most important external relations. However, after the reunification, the cooperative relationship between the association and the government was observed for a long time, and the phenomenon that the cultural and art associations depended on government resources was formed. It is hoped that through the research of this thesis, the government's assistance to the associations can be aroused, attracting the attention of relevant cultural, artistic, educational units and academic research institutions. At the same time, the Australian cultural and art associations can solve problems through their own efforts, and they are more active. Benign development.
    Due to the scarcity and incompleteness of the relevant literature of the Australian Culture and Art Society, observations and in-depth interviews will be used to make up for the lack of reference in the literature. The cultural policy of each region is taken as the research scope, so as to explore and study the future development direction of the cultural and art society. It analyzes the development of cultural and art associations, summarizes potential problems, finds that both internal and external factors lack complete elements, and prefers to implement the relationship from top to bottom. In the absence of sufficient incentives and assistance, the number of associations continues to expand, resulting in horizontal competition. The pressure, the loss of human resources and the lack of funds for the activities have made the project unable to proceed smoothly, resulting in difficulties in business operations. It is suggested that the government improve the management system, correctly handle the relationship between the government and the community, and establish public-private partnership projects and perfect subsidy policies and multi-faceted services. Instead, strengthen the business and planning capabilities of the cultural and art associations, actively cooperate with enterprises and form alliances with the industry. In addition to this, it is necessary to strengthen publicity and innovation in the project, so this is the way to sustainable development.
