    Title: 產業變遷對都市計畫工業區土地使用之影響
    The Influence of Industrial Changes on Land Use in Urban Planning Industrial Zones

    Abstract: 台灣都市土地依都市計畫法將各地區的土地進行使用分區管制,其中做為產業用地的都市計畫工業區,其劃設目的為促進都市的工業發展,劃定原則是以當時現況做工廠使用。由於都市計畫工業區的管制鬆散且劃定後無產業配套措施,以致於在經歷多次的產業結構變遷,產生無法符合產業發展而有閒置或低度利用、地價高漲、供需失衡、違規混合使用等限制工業區發展和土地使用的課題。由於台北地區為產業發展集中度高和產業變化快速的區域,因此,以台北市重要的都市計畫工業區「大內湖科技園區」為研究案例進行實例分析,探討在產業變遷的影響下,園區的發展和土地使用現況,再分析園區在土地使用管制放寬後面臨的發展課題及策略建議。研究結果顯示,第一「大內湖科技園區」的發展過程中,受到產業變遷的影響,使得政府不得不變更園區的使用分區和放寬土地使用規定來配合產業需求。但放寬規定後卻造成土地使用的課題,包括違規和違建使用仍存在、地價上漲排擠新創產業進駐和交通阻塞等問題而影響到園區的發展。第二園區發展課題的策略建議,透過SWOT、TOWS分析研擬出「大內湖科技園區」發展的策略方案,並以重要性及滿意度表現之問卷調查來瞭解園區企業及相關人士對策略方案的重視和滿意程度。就問卷調查結果,政府應持續鼓勵國內外企業投資和提升公共設施服務。其次,對於跨政府/跨單位、整合資源服務以及促進土地利用等策略方案,應優先提升跨政府/跨單位合作以提高園區產業競爭力。
    According to the Urban Planning Law, the planning of Taiwan’s urban land is subject to land use zoning. The urban planning industrial zone is designed to promote industrial development in the city, and the delineation principle of land use zoning is using the factory. The urban planning industrial zones, due to the loose control and the lack of industrial development goals, are unable to match the industrial development during the process of industrial structure changes that have occurred several times, causing the issues of idle, low utilization, high land prices, imbalance between supply and demand, and illegal usage, etc. As Taipei being a region with high industrial concentration and rapid industrial changes, this research uses “Da Neihu Science and Technology Park”, a crucial urban planning industrial zone in Taipei, as a case study to firstly discuss the development as well as the land usage of the zone in the transition of industrial transformation, and secondly analyze the development issue and strategic recommendation while facing the loosening of land use control. The research result indicates the following: First, during the development of “Da Neihu Science and Technology Park”, affected by the industrial transformation, the government was forced to adapt the industrial demands to change the zone use of the park and loosen the land use regulations. However, the loosing of land use creates a series of problems including violations of regulations, illegal construction, the rise in land prices, the exclusion of new industries and traffic jam that severely influence the development of the park. Second, regarding the strategic recommendation for the development of the park, the research uses the SWOT and TOWS analysis to develop the strategic plan for the development of the “Da Neihu Technology Park” and conducting a questionnaire survey with the importance and satisfaction performance to understand the related enterprises and parties’ level of satisfaction toward the plan. As the results of the survey, the government should continue to encourage domestic and foreign companies to invest and upgrade public facilities services. In addition, for strategic plans such as cross-government/cross-unit, integrated resource services, and promotion of land use, improving cross-government/cross-unit cooperation should be prioritized in order to enhance the industrial competitiveness of the park.
