    題名: 探討大眾運輸資源配置與周邊步行環境對弱勢族群身心健康影響之研究:以台北捷運與北京地鐵為例

    摘要: 本計畫擬以三個年度研究內容,分別針對各項議題採以不同研究對象與方法進行一連串系統性研究。首先於第一年度(107年度)運用SEM結構方程模式,並結合Space Syntax之理論與方法為基礎,其一旨在探討弱勢族群在步行環境中對其身心健康影響之結構關係,進行大眾運輸環境條件與弱勢族群的步行行為模式之分析,以從弱勢族群的角度探討其對於健康友善環境之喜好,建立出結構關係模型。其二為透過分析大眾運輸現況空間結構特性與便捷程度,並輔以身心健康影響之結構關係模型,作為討論大眾運輸周圍步行環境配置之規劃參考,進而瞭解弱勢族群的流動、群聚與周圍土地使用配置的關係,探討大眾運輸環境的土地利用與現況環境對弱勢族群身心健康的實質影響,進而朝向健康友善步行環境發展。繼於第二年度(108年度)進一步運用MOP多目標數學規劃法,旨在建立弱勢族群健康友善步行環境之規劃模式,而透過MOP模式,針對台北捷運周邊大眾運輸環境之情境分析,據以弱勢族群高度群聚且低度友善的捷運場站為例,評估其周圍步行環境,以弱勢族群身心健康最友善為目標,規劃與整合周圍土地使用與環境,以期降低步行環境中對於身心健康的負面影響,進而達到大眾運輸友善環境、身心健康步行、有效土地使用與環境配置等多目標發展,以建構出考量弱勢族群身心健康需求且具有整合性的發展規劃模式。最後於第三年度(109年度)據以整合前兩年度所形成之規劃分析模式,應用於「北京地鐵系統」作為實例分析,進而透過北京地鐵與周圍的空間布局,藉由不同系統都市條件,以及民眾對都市環境有著本質上認知差異,以實證大眾運輸周邊步行環境對弱勢族群身心健康之影響,不僅能從中了解模式適用性,透過成果數據進行兩地差異化分析比較與討論,檢討台灣現行法令機制與研擬發展策略,更能從大型都市規模與大眾運輸環境條件,作為日後台灣大眾運輸與都市發展之借鏡。
    The project plans to conduct a series of systematic studies on different topics and methods for various topics in three annual studies. First, the first year (107 years) using SEM structural equation model, combined with Space Syntax theory and method is based on the first one to explore the disadvantaged groups in the walking environment for their physical and mental health structural relationship, the public transport environment Conditions and behavior of disadvantaged groups in order to explore their preference for a healthy and friendly environment from the point of view of disadvantaged groups and establish a structural relationship model. The other is to analyze the structural characteristics and convenience of public transport and the structural relationship model with the effect of physical and mental health as a reference for planning the deployment of pedestrian environment around mass transit so as to understand the flow and clustering of the disadvantaged groups and the surrounding land Using the relationship of allocation, this paper explores the substantial impact of land use and current environment of mass transportation environment on the physical and mental health of the disadvantaged groups, and then moves towards a healthy and friendly walking environment. Following the further adoption of the MOP multi-objective mathematical programming approach in the second year (108) to establish a planning model for a healthy and friendly walking environment for disadvantaged ethnic groups, and through the MOP model, a contextual analysis of the mass transportation environment surrounding the Taipei MRT Take the MRT station with high degree of agglomeration and low level of friendship among disadvantaged groups as an example to assess the surrounding walking environment and to target the most friendly and physically disadvantaged groups. Plan and integrate the surrounding land use and environment so as to reduce physical and psychological health in walking environment So as to achieve the multi-objective development of a friendly environment of mass transportation, physical and mental health walk, effective land use and environment allocation, so as to construct an integrated development planning model that takes into consideration the physical and mental health needs of the disadvantaged ethnic groups. Finally, the planning and analysis model formed in the third year (109Year) based on the previous two years of integration is applied to "Beijing Subway System" as an example to further analyze the spatial distribution of the Beijing Subway and surrounding areas, As well as the public perception of the urban environment is essentially cognitive differences in order to verify the public transport of the surrounding environment for the disadvantaged groups walking the physical and mental health effects, not only can understand the mode of applicability, through the results of data analysis and comparison of differences between the two places to review the current situation in Taiwan Statutory mechanism and the development of development strategies, but also from the large-scale urban mass and environmental conditions of mass transit, as the future of Taiwan's mass transit and urban development by the mirror.
