本研究為總計畫「台灣海岸帶變遷與海陸交互作用研究:科學基礎與社會關連」之子計畫「氣候變遷下之海岸社區韌性建構模式研究」。本研究強調:氣候變遷可能加劇海域漂流物受風力與海流推送導致之海岸汙染,海岸社區居民因此應提升環境風險意識並採取因應行動。本研究以桃園及淡水河口海岸社區為例,針對海岸汙染範圍地理圖資,探究氣候變遷下之海岸社區韌性建構模式。本研究為三年期研究計畫,迄今(第一年度)已建立研究架構與選定研究區域:透過彙整與分析相關子計畫資料,建立以Driver-Pressure-State-Impact-Response(DPSIR)因果模型為基礎的研究架構,以及社區風險評估(社區脆弱度)方法,釐清海岸社區關鍵衝擊因子(環境暴露度),選定鄰近藻礁海域且暴露於海域漂流物汙染之桃園觀音海岸社區作為研究區域。本年度(第二年度)重點在規劃社區韌性建構架構:將在前述基礎上,深入桃園觀音海岸社區,運用DPSIR研究架構,進行半結構式訪談,以及分析受訪者口述資料;強調分析結果有助於提出不同層次的調適建議,面向涵蓋海岸社區之居民調適力與社區敏感度,並邀請利害關係人共同規劃社區韌性建構架構。下年度(第三年度)重點在建立社區韌性建構模式:將就前述提出之社區韌性建構架構,持續根據DPSIR研究架構,邀請相關子計畫成員,運用地理設計方法,聚焦在資料、設計、決策三個地理設計階段與流程,共同建置海岸社區韌性建構模式,支援氣候變遷調適相關決策。本研究有助於釐清氣候變遷衝擊,提升海岸社區居民調適能力,涉及社會與經濟之韌性轉型發展。
Climate change may induce coastal pollution. Constant exploitations of the ocean render numerous present challenges, such as drifting pollution and deteriorating coastal habitats. It is important to note that coastal residents raise risk awareness in responding to the climatic impacts. The 3-year study focuses on exploring a model for building coastal community resilience to climate change, based on the collected data related to coastal pollution. The study underlines the significance of interdisciplinary research approaches, social vulnerability assessment, and stakeholder engagements. In the first year, the study focused on collecting data from all related projects, and developing the research framework based on the Driver-Pressure-State-Impact-Response(DPSIR)causal framework, and identifying the key impact factors that refer to environmental risks of coastal communities. Based on that, the study sites located in Tauyuan and Taisui river areas will be selected. This year (the second year), based on the DPSIR framework and evidence-based research findings, the semi-structured interviews will be conducted and analyzed. It is noted that adaptation measures mentioned by the interviewees are key for community resilience building, including the engagement of stakeholders. It is expected that (in the third year), following the DPSIR framework, the Geodesign process is started to invite the research members to communicate how to transfer data to design and decision, in order to develop the model for building coastal community resilience to climate change. The model contributes to provide insights into both environmental sensitivity and residents’ adaptive capacity. Moreover, it helps the coastal communities face the challenges of climate change towards adaptive community resilience.
